The project aims to ensure the urgent and rapid resolution of traffic disruptions and the mitigation of the consequences of storms and floods; and to connect transportation in the communes of Lãnh Ngọc, Phước Trà, and Hiệp Đức to quickly serve the travel needs of the people.
The unit assigned to manage and construct the project is the Department of Construction. The project's operating unit is the Da Nang Infrastructure Maintenance Board.
The repair and restoration solutions include: repairing the damaged culvert under the Tum River; repairing damaged road surfaces and adding culverts in some locations; repairing landslides on the embankment; repairing the Khe Gió bridge; and repairing the Bà Củi culvert.
Regarding the Tum River culvert (at km15+800, in Lanh Ngoc commune) which was washed away, the repair will involve restoring the culvert surface with concrete and adding 6 rows of circular drainage culverts.
The eroded road surface section from km26+680 to km27+450 (Phuoc Tra commune, Hiep Duc commune) will be repaired with cement concrete and other auxiliary works.
Additional culverts will be constructed at km26+880 (Hiep Duc commune) due to the emergence of new water flow; a new culvert will be built to replace the old, eroded culvert at km32+730 (Hiep Duc commune).

The eroded embankment at km6+800 (Lanh Ngoc commune) and km30+540 (Hiep Duc commune) will be repaired using retaining walls combined with concrete slope reinforcement.
At Khe Gió Bridge (kilometer marker 24+730, Phước Trà commune), the road shoulder and drainage ditch on the right side of the route near abutment M1 are eroded over a length of approximately 45m, and the four conical sections of abutment M1 are also eroded. Authorities have proposed a solution to reinforce the road shoulder and trapezoidal drainage ditch on the right side of the route near abutment M1 (approximately 45m) and repair the four conical sections with concrete.
The Ba Cui culvert (at km34+400, Hiep Duc commune) was submerged by floodwaters more than 2 meters deep, causing erosion upstream and downstream of the culvert and damaging the concrete surface of the spillway.
The solution is to restore the structure with a small, permanent reinforced concrete bridge to prevent flooding. The design frequency will be chosen to match the existing road elevation at both ends of the bridge and the houses on either side. The bridge is expected to be approximately 18m long and 9m wide (8m wide deck, with 0.5m wide railings and curbs on each side).
The project is scheduled for completion before June 30, 2026; the estimated cost is approximately 18 billion VND.
The Department of Construction stated that, during the on-site inspection of the underground section of the Tum River, the People's Committee of Lãnh Ngọc commune committed to supporting and coordinating with the local authorities regarding any work related to the restoration of the underground section.
Following an inspection of the underground site at Ba Cui, the People's Committee of Hiep Duc commune committed to supporting and coordinating with local authorities on any related work (if any).
In addition, the People's Committee of Hiep Duc commune issued Official Letter No. 668/UBND-PKT dated November 28, 2025, agreeing to support the land clearance work for the repair of the Ba Cui underground culvert.
