Decree 271 is considered a strategic breakthrough, opening a "new chapter for science , technology and innovation in Vietnam," particularly breaking down barriers to bringing academic knowledge into direct service of production and life.

Deputy Minister of Science and Technology Hoang Minh emphasized that although the Party and State have always considered science and technology as a driving force for development, practical experience over the years shows that a large amount of research results remain on paper and have not been effectively commercialized. Decree 271/2025/ND-CP was issued as a breakthrough in institutional reform, removing the biggest bottleneck: the mechanism for capital contribution and management.
This decree not only creates a common foundation for the national science and technology system, like the previous Decree 263, but is also a specific policy under the Capital City Law, allowing Hanoi to take the lead, set an example, and spread the spirit of innovation throughout the country.

Accordingly, Decree 271 allows public institutions to directly contribute capital to science and technology enterprises, and also permits civil servants to use personal capital to contribute to and participate in the management and operation of these enterprises. This is an important mechanism that encourages the Spinoff model—a close connection between training, research, and business—helping universities and institutes directly transform intellectual property into commercial products.
Representatives from the Foreign Trade University and other training institutions highly appreciated Decree 271, which not only resolved obstacles related to tangible assets but also paved the way for the valuation and capital contribution using intellectual property and trademarks. This mechanism has untangled long-standing issues in cooperation between universities and businesses.
Determined to perfect the innovation value chain.
With the newly issued special mechanism, Hanoi is urgently concretizing Decree 271 with a detailed roadmap and synchronized mechanisms. The city places high expectations on forming a closed loop from research ordering – reimbursement – commercialization – to Sandbox (controlled testing).
According to Tran Anh Tuan, Director of the Hanoi Department of Science and Technology, the city is committed to allocating 4% of its recurrent budget (equivalent to 5,000 billion VND) to science and technology. The immediate goal is to establish an inter-agency task force to guide the pilot implementation of science and technology enterprise models and to strive for the first enterprises to be formed from universities and research institutes as early as November-December.
At the conference, universities expressed their agreement but also put forward specific recommendations. Associate Professor Dr. Huynh Dang Chinh, Vice Rector of Hanoi University of Science and Technology, noted that the legal framework is already very good; the issue lies in effective implementation. Hanoi University of Science and Technology, with its existing internal science and technology enterprises, hopes to receive specific support mechanisms for capital contribution and the establishment of enterprises according to the new criteria.
Representatives from the Ministry of Education and Training stated that the demand for establishing businesses within higher education institutions is very high and expressed confidence that many schools will take the lead. However, experts also noted the need to clarify the process of valuing intellectual property assets and provide stronger support for vocational education institutions, which are still at a disadvantage compared to large universities.
Decree 271 is considered a significant milestone, further solidifying the legal framework for establishing businesses from higher education institutions. With the government's determination and the proactive approach of Hanoi city, the scientific community believes that the Decree will be a springboard for the formation of new technology businesses, making a significant contribution to the economic development of the capital and the entire country.
