Implementing the direction of General Secretary To Lam in the Notice of Conclusion No. 07-TB/CQTTBCD of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation, on October 22, 2025, the Prime Minister issued Official Dispatch No. 201/CD-TTg on focusing on reviewing, reducing and simplifying administrative procedures (TTHC) based on data, requesting ministries, branches and localities to urgently implement the work of reviewing and reducing TTHC. The Ministry of Justice, as the assigned agency, has proactively issued documents guiding ministries, branches and localities, and at the same time built a set of support tools to ensure the progress and feasibility of the task.

On this occasion, Deputy Minister of Justice Nguyen Thanh Tinh spoke with the press about the purpose, significance and the next steps that ministries, branches and localities need to take to continue cutting administrative procedures as requested by the General Secretary and Prime Minister.

Towards a modern, transparent and service-oriented administration

Deputy Minister, please share a few words about the significance of the task of reviewing, reducing and simplifying administrative procedures.   based on data ?

Deputy Minister of Justice Nguyen Thanh Tinh : Administrative reform in general, and reduction and simplification of administrative procedures in particular, is an important task to promote growth, create competitive advantages, improve relations between State administrative agencies and people and businesses; ensure publicity and transparency in handling people's work, and contribute to effective anti-corruption.

The reduction and simplification of administrative procedures are of great significance in the implementation of human rights, civil rights, improving the investment and business environment and building a transparent and modern socialist rule-of-law state, gradually meeting the development and integration needs of the country. When procedures are streamlined, compliance costs are reduced, social costs are also reduced, social resources will thus be more focused on investment and development; the efficiency, effectiveness and efficiency of the administrative apparatus are also enhanced, towards a serving, modern and transparent administration, bringing positive effects to development.

Along with the administrative reform process, the implementation of digital transformation in the spirit of Resolution No. 57-NQ/TW on the development of science, technology, innovation and national digital transformation has created an important foundation for implementing tasks of reducing administrative procedures. Up to now, national and specialized databases have been focused on building by ministries, branches and localities, in which the Ministry of Public Security has been promoting its role as the agency in charge of implementing Project 06 with the implementation of many drastic and effective solutions.

According to statistics from the Ministry of Public Security, 15 types of citizen documents have been digitized and are eligible to be replaced by electronic data. This is of particular importance because when the data is replaced, requiring people and businesses to present documents will no longer be necessary, contributing to saving time, costs and the burden of performing copy certification by the People's Committee at the commune level.

Deputy Minister, please let us know what key solutions ministries and branches need to implement to ensure progress and feasibility in performing the task of reviewing, reducing and simplifying administrative procedures?

Deputy Minister of Justice Nguyen Thanh Tinh: In the instructions sent to ministries, branches and localities, the Ministry of Justice emphasized that the review, reduction and simplification of procedures must be carried out synchronously with the review of legal regulations, in order to propose amendments, supplements and abolition of relevant legal regulations. Only when both of these contents are resolutely and synchronously implemented, will the implementation of the plan to reduce administrative procedures based on data by November 15, 2025 ensure substance and promote effectiveness in practice.

Faced with the extremely urgent request, the wide scope of the review, applicable to ministries and localities across the country, the Ministry of Justice has also requested the Department of Justice of localities to act as the focal point to help the People's Committees of provinces and cities monitor and urge the implementation; at the same time, requesting the heads of legal organizations of ministries and agencies under the Government to closely coordinate in reviewing both administrative procedures and legal regulations, creating a basis for the issuance of the Government's normative Resolution according to the provisions of Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms to handle difficulties and problems caused by legal regulations.

Along with that, the Ministry of Justice will organize inspection teams to urge the implementation of the Prime Minister's Official Dispatch No. 201 in a number of ministries, branches and localities, to ensure that the Reports are sent to the Ministry of Justice before October 31, 2025 with the highest quality in accordance with the direction in the Prime Minister's Official Dispatch.

There is a need to periodically reduce and replace paper with data.

To implement the reduction and simplification of administrative procedures based on data , could the Deputy Minister please tell us what conditions are needed regarding data infrastructure and information technology systems ?

Deputy Minister of Justice Nguyen Thanh Tinh : In order for the implementation of data-based reduction and simplification of administrative procedures to be feasible and truly a solution to facilitate people and businesses, it is important to ensure infrastructure and data conditions. Ministries, branches and localities must clarify their capabilities and commit to building, connecting and sharing data to ensure "correct, sufficient, clean, live, unified and shared" data, so that as soon as the reduction plan is announced, it will be implemented in practice. This requires a synchronous and seamless information technology system, infrastructure and terminal equipment, along with professional guidance for officials directly handling administrative procedures, ensuring smooth operation.

I would also like to note that, during the implementation process, it is inevitable that people or businesses will report inaccurate data. Therefore, it is necessary to calculate a data "cleaning" process and a specific handling mechanism to ensure the legitimate rights of people when the data is incomplete or contains incorrect information.

Regarding the implementation roadmap, according to the Deputy Minister, how should we calculate so that the reduction and replacement of paper documents with electronic data can be implemented feasibly, synchronously and on schedule?

Deputy Minister of Justice Nguyen Thanh Tinh: Based on factors ensuring data, accuracy and feasibility of replacing paper documents with electronic data, ministries, branches and localities need to proactively propose a specific implementation roadmap.

For example, with 15 types of documents according to the guidance of the Ministry of Public Security, we can completely implement them from November 15, 2025. However, in addition to those 15 groups of documents, there are still many other types of documents that will be gradually completed along with the progress of digitization, "cleaning" data in national databases and data of ministries, branches and localities. Therefore, it is necessary to clearly define the implementation principle: to what extent the data is completed (on the principle of "correct, sufficient, clean, alive, unified, shared"), then reduce procedures to that extent. This must be considered a fundamental, comprehensive solution to simplify and reduce administrative procedures in the coming time.

Ensuring implementation of plans to reduce and simplify administrative procedures based on data

Deputy Minister, please let us know, with specific administrative procedures under the authority of the provincial level, what should be done so that the replacement of documents and records with data can be implemented synchronously and effectively?

Deputy Minister of Justice Nguyen Thanh Tinh : For localities with specific administrative procedures (according to the latest statistics, there are 668 procedures clearly stated in the appendix issued by the Ministry of Justice), these are procedures under the jurisdiction of the provincial level, for which the Chairman of the Provincial People's Committee is responsible. However, the Ministry of Justice has also requested localities to provide information for synthesis in implementing solutions to replace documents and records with electronic data to ensure consistency and synchronization. This will be an important basis for unified leadership and direction in the coming time.

The general spirit is that localities must thoroughly grasp the principle: if there is data, it must be used to replace it when resolving administrative procedures for people and businesses. To do that, we need to effectively promote the role of the Project 06 Working Groups of localities, thereby effectively implementing the goal of reducing administrative procedures, creating maximum convenience for people and businesses, and at the same time minimizing social costs during the implementation process.

After receiving reports from ministries , branches and localities, could the Deputy Minister please let us know what activities the Ministry of Justice will focus on so that by November 15 , 2025, it can complete its assigned tasks?

Deputy Minister of Justice Nguyen Thanh Tinh : Immediately after October 31, 2025, the Ministry of Justice and the Inter-sectoral Working Group will work directly with each ministry and branch to unify the list of procedures to be reduced and simplified based on data. At the same time, advise the Government to issue a normative resolution to ensure the implementation of this reduction plan. During that process, there will be comparison and cross-checking between ministries, branches and localities to ensure the implementation plan is feasible, synchronous and unified nationwide.

I believe that with the determination of the Government and the responsibility of ministries, branches and localities, the reduction and simplification of administrative procedures based on data will achieve substantial results, bringing specific benefits to people and businesses./.
