This project was selected by the Vietnam General Confederation of Labor and the Vietnam Electricity Group (EVN) as part of EVN's list of urgent key projects to be completed and commissioned in 2025, and EVNNPT and the EVNNPT Trade Union have launched a campaign to strive for its earliest possible completion.

The project is invested by EVNNPT, with the Central Region Power Projects Management Board managing and operating the project on behalf of the investor; Power Transmission Company 1 will take over operation after completion.

The 220 kV Vung Ang Substation is being built in Trai Hamlet, Vung Ang Ward, Ha Tinh Province. By 2030, the substation is planned to have two transformers with a capacity of 2x250 MVA each; in this phase, one 125 MVA transformer is being installed. The substation is designed with three voltage levels: 220 kV, 110 kV, and 22 kV.

The connecting power line has a length of 2 x 13.4 km. The connecting power line passes through the Vung Ang and Song Tri wards in Ha Tinh province.

Over the past period, the project's construction faced numerous difficulties and obstacles in land compensation and clearance, especially the section passing through Tay Yen residential area, Vung Ang ward. Under the close and decisive leadership of EVNNPT, the efforts of CPMB, along with the support and assistance of the People's Committee of Ha Tinh province, the Police of Ha Tinh province, and the People's Committees of Song Tri and Vung Ang wards, and the timely encouragement of trade unions at all levels, the Vung Ang 220 kV Substation was energized on September 21, 2025.

However, to maximize the effectiveness of this project, the 220 kV connecting power line needs to be completed soon. The construction of the connecting power line has faced many challenges in land compensation and clearance, as some households have deliberately resisted and prevented the construction unit from laying the wire at anchor point 06-08, which is approximately 600 meters long.

With the close guidance of the Provincial Party Committee and the People's Committee of Ha Tinh province, the involvement of various departments and agencies, the Ha Tinh Provincial Police, and the support of local authorities, security forces were mobilized to protect the construction work for the 06-08 anchor cable laying, thereby bringing the project to completion and meeting the set schedule.

The fact that Ha Tinh province has mobilized forces to protect the construction site demonstrates the province's determination in implementing key projects in the area.

The Vung Ang 220 kV Substation and connection project, upon completion, is of significant importance in ensuring electricity supply to many important loads in Ha Tinh province, especially the Vung Ang Economic Zone, which has many important industrial parks and manufacturing plants.

The project also frees up capacity for the Vung Ang Thermal Power Plant, while contributing to reducing power losses, ensuring safe operation of the power system, improving the reliability and quality of electricity supply, and serving socio-economic and political development in Ha Tinh province.

Completing the entire project at this time is the most practical action taken by EVNNPT and CPMB employees to welcome the 11th National Emulation Congress of Workers and Employees in 2025, organized by the Vietnam General Confederation of Labor, currently taking place in Hanoi.
