A significant shift in the digital transformation of civil enforcement.

(Chinhphu.vn) - In the context of implementing a new organizational model towards streamlining and reducing administrative layers while the number of cases continues to increase and their nature becomes more complex, the Ministry of Justice is focusing on implementing digital transformation in civil enforcement work through the deployment of the Civil Enforcement Digital Platform and the Smart Monitoring and Operation Center.

On December 12th, within the framework of the Conference on implementing targets and tasks for civil and administrative enforcement in 2026, the Ministry of Justice organized the activation and deployment of the Digital Platform in the field of civil enforcement and the Smart Monitoring and Operating Center for the Civil Enforcement System on a nationwide scale.

The platform, spearheaded by the Enforcement Department and in collaboration withFPT Group, is considered a landmark transformation, ushering in a new era and pioneering the application of new technologies such as AI, comprehensively shifting to a digital environment in enforcement in Vietnam.

In the context of implementing a new organizational model towards streamlining and reducing administrative layers while the number of cases continues to increase and their nature becomes more complex, the Ministry of Justice is focusing on digital transformation in civil enforcement work through the deployment of the Civil Enforcement Digital Platform and the Intelligent Monitoring and Control Center – an optimal solution to form a comprehensive, accurate, clean, and active civil enforcement database for unified use as stipulated in Resolution 71/NQ-CP 2025 amending the Action Program for implementing Resolution 57-NQ/TW.

The digital platform in the field of civil judgment enforcement is built as a comprehensive solution, seamlessly digitizing the entire civil judgment enforcement process, integrating and linking all business processes, databases, and digital services with groundbreaking benefits: The digital platform allows for the resolution of procedures across administrative boundaries, regardless of geographical distance; Real-time data helps reduce the workload of statistical reporting, effectively serving management and decision-making; Outstanding digital technology, especially AI, helps automate data extraction, task assignment, and progress monitoring; Citizens can easily interact, search for files, and receive notifications via QR code, VNeID, etc.; Ready to connect and share data between civil judgment enforcement agencies and the Supreme People's Court, the Supreme People's Procuracy , the Ministry of Public Security, the Ministry of Finance, the Bank, the Ministry of Agriculture and Environment, and other relevant ministries and agencies to serve documents, verify conditions for judgment enforcement, and coordinate work.

This is considered the largest digital transformation step ever taken by the Ministry of Justice, encompassing the entire country, including 34 provinces and cities, 355 regional Enforcement Offices, and 6,800 users comprising leaders, enforcement officers, and specialized departments.

The digital platform comprises four powerful AI-powered business subsystems: The Electronic Receipt subsystem helps tightly control the flow of funds for enforcement proceedings, reducing errors and increasing transparency; the Enforcement Decision Support subsystem uses AI and Big Data to automatically extract data and draft multiple enforcement decisions simultaneously, ensuring legal compliance, optimizing productivity, and ensuring synchronization for subsequent stages; the Enforcement Organization subsystem handles all process steps from document delivery, verification of enforcement conditions, and coercion; and the Citizen Reception subsystem – receiving petitions and managing the resolution of complaints and denunciations – provides a digital environment where citizens can easily submit feedback and suggestions, ensuring transparent and timely tracking of file circulation and easy monitoring of progress.

The Intelligent Monitoring and Operation Center for Civil Enforcement Systems (IOC THADS) is a next-generation digital operating platform that applies artificial intelligence, connecting, integrating, and interoperating in real time with the entire digital platform in the field of civil enforcement and related systems inside and outside the industry, forming a unified shared data repository. Through the built-in AI assistant, leaders can query data using natural language, assign tasks directly, and monitor processing progress all on a single centralized operating screen.

Each year, the civil enforcement sector receives and processes over 1 million judgments, and reliance on manual procedures places significant pressure on enforcement work. With the new digital platform, citizens can quickly submit documents online or at the nearest one-stop service center of the civil enforcement agency, regardless of administrative boundaries. The processes of receiving, processing, issuing enforcement decisions, approval, organizing enforcement, and issuing electronic receipts are all carried out quickly in the digital environment and updated for citizens through VNeID. The subsystems can automatically extract judgments up to 500 pages long, create over 200 decisions in less than 20 minutes, and completely replace the paper delivery process with digital signatures and electronic service through the Civil Enforcement Information Portal using identification codes and QR codes.

After more than 5 months of piloting, the digital platform has received over 90,000 judgments, issued nearly 130,000 digital decisions, digitized over 3 million pages of documents, and issued 464,375 electronic receipts with over 25 trillion VND collected, contributing to increased transparency and efficiency in the financial management of enforcement. Despite a streamlined organizational structure and a workload increase of approximately 20%, the entire sector continues to operate smoothly.

In the next phase, the platform will continue to be refined, connecting and sharing data with relevant ministries, agencies, and units to handle the entire process in a digital environment, from receiving, verifying, and serving documents to returning results to citizens via VNeID; digitizing historical data to reduce procedures and provide automatic confirmation of enforcement results; and perfecting and integrating artificial intelligence (AI) agent technology to support data analysis, document drafting, risk assessment, and 24/7 support for citizens.
