Speaking at the conference, Deputy Prime Minister Ho Quoc Dung emphasized that 2025 is a particularly important year for the reform of the state apparatus as the entire country simultaneously implements a two-tiered local government model aimed at streamlining, effectiveness, and efficiency. In this context, the civil enforcement system has been reviewed, reorganized, and restructured according to the new model. At the central level, the Civil Enforcement Management Department under the Ministry of Justice plays a role in advising on policy planning and macro-management. At the local level, the previous two-tiered model has been replaced by a single tier with 34 provincial-level civil enforcement agencies and 355 regional civil enforcement offices, ensuring consistency with the organizational model of the courts, procuratorates, and two-tiered local governments.
According to the report presented at the Conference, in 2025, the entire system completed 576,884 cases, reaching 84.27%, exceeding the assigned target by 0.35%. In terms of monetary value, 150,060 billion VND was collected, reaching 56.62%, an increase of 4.78% compared to 2024 and exceeding the target set by the National Assembly and the Government by 4.23%. Notably, the amount of money collected increased by nearly 29% compared to the previous year, especially in key localities such as Ho Chi Minh City, Hanoi , Da Nang, Lam Dong, and Khanh Hoa.

In the area of asset recovery from corruption and economic crime cases, the civil enforcement system recovered 27,416 billion VND, reaching 58.38%, an increase of over 5,239 billion VND compared to 2024. Although the number of cases eligible for enforcement decreased, the increase in the value of recovered assets shows the focused efforts to handle large, complex, and long-standing cases.
Regarding the enforcement of administrative judgments, the total number of judgments and decisions to be enforced is 2,098; of which, administrative agencies have completed the enforcement of 868 judgments, and 1,223 judgments are continuing to be enforced according to regulations.
In outlining the operational direction for 2026, Deputy Prime Minister Ho Quoc Dung requested the Ministry of Justice and the civil enforcement system to focus on strengthening the leadership of Party committees, considering this a decisive factor in ensuring that civil enforcement activities are aligned with political direction and national development requirements. Civil enforcement agencies must innovate their leadership, direction, and management methods, shifting strongly from "pre-audit" to "post-audit," linked to the development and improvement of management standards and regulations; and intensify inspection, supervision, forecasting, and proactive response to new practical demands.

Along with that, focus on Party building in conjunction with building a clean and strong civil enforcement agency. The Deputy Prime Minister requested strengthening political and ideological education, discipline, and order; improving the quality of training, professional development, and professional examination; and ensuring that enforcement officers are courageous, honest, and highly responsible so that civil enforcement agencies become symbols of justice and the people's trust. He also called for accelerating the improvement of institutions, especially the guiding documents for the amended Law on Civil Enforcement recently passed by the National Assembly; reviewing and standardizing operational procedures; and compiling all arising legal obstacles to advise on amendments that are comprehensive, feasible, and contribute to socio-economic development.
The judicial sector is resolutely implementing the targets assigned by the National Assembly and the Government, strengthening control over power, tightening administrative discipline and order; and preventing and combating corruption, waste, and negative practices in civil enforcement activities. The Deputy Prime Minister requested that heads of agencies be held directly responsible when professional violations occur; and that each agency regularly review and identify instances of waste to address them promptly.

Continue to streamline the organizational structure, strictly implement the Party and State regulations on personnel work; promote rotation, transfer, evaluation, appointment, and job reassignment. Initially, implement the policy that the Head of Civil Enforcement in provinces and cities should not be a local resident to ensure objectivity, transparency, and improve the efficiency of public service; accelerate digital transformation throughout the civil enforcement system, considering this a crucial breakthrough in management and operation. Civil enforcement agencies must deploy professional software synchronously, enhance data sharing, and process files electronically; strive to build modern and transparent enforcement agencies in line with the goals of the digital government.

The Deputy Prime Minister emphasized that 2026 marks the beginning of a new development phase with increasingly high demands. The Ministry of Justice and the civil enforcement system must continue to uphold the spirit of solidarity, courage, responsibility, discipline, and integrity; innovate, be creative, and act decisively; strive to achieve outstanding results to celebrate the 80th anniversary of the civil enforcement tradition; and endeavor to comprehensively fulfill all assigned tasks and targets, contributing to building an increasingly clean and strong civil enforcement system.
