
In response to the demand for construction materials, the People's Committee of Khanh Hoa province has requested local authorities to mobilize resources to ensure a sufficient and stable supply to the market.
In Khanh Hoa province, 89 houses were destroyed, collapsed, or swept away by floods and need to be rebuilt; 298 houses were damaged by floods and need repair. Currently, 47 houses have started construction; 46 houses are undergoing repair (including 10 houses that are nearing completion).
In addition to financial support, many businesses in Khanh Hoa province are willing to provide construction materials such as sand, stone, bricks, roofing materials, water pipes, etc., to reduce construction costs while still ensuring the quality of the project.

The People's Committee of Khanh Hoa province also requested the Provincial Police, the Department of Industry and Trade, the Department of Finance, etc., to strictly handle, in accordance with the law, any instances of speculation, exploitation of natural disasters to hoard goods, price gouging, market manipulation, and disruption that affect the progress, quality, and cost of building and repairing houses for the people.
According to Mr. Trinh Minh Hoang, Vice Chairman of the People's Committee of Khanh Hoa province, the construction of new houses to replace those destroyed, swept away, or damaged by floods in various localities is underway, with the participation of the entire political system, police forces, the military, and several businesses. Local authorities are mobilizing various resources to rebuild houses for residents before January 15, 2026. In addition, local authorities are allocating funds to support residents in repairing damaged houses before December 31, 2025.
The Department of Construction of Khanh Hoa province has provided guidance on several typical house designs to protect against storms and floods for households whose houses were completely destroyed or partially damaged due to heavy rain and flooding. These house designs meet the criteria of "three sturdy" (sturdy foundation, sturdy frame/walls, sturdy roof).

According to regulations from the Ministry of Construction, houses must have a lifespan of 20 years or more, and their floors must be designed to be higher than the highest flood level, with an attic to protect against flooding. Local authorities guide residents to flexibly adjust the design depending on their needs, the current state of the land, topographical features, and the actual flood peak.
