Launching the Digital Platform for Civil Enforcement and the Smart Monitoring and Operation Center.

The digital platform comprises four core business subsystems, operating uniformly and seamlessly throughout the entire civil enforcement process and connecting with the Civil Enforcement Intelligence Center (IOC).

On December 12th, in Hanoi, within the framework of the Conference on Implementing the Targets and Tasks of Civil and Administrative Enforcement in 2026, the Ministry of Justice officially activated the Digital Platform for Civil Enforcement and the Intelligent Monitoring and Operating Center for the Civil Enforcement System.

In the context of implementing a new organizational model towards streamlining and reducing administrative layers while the number of cases continues to increase and their nature becomes more complex, the Ministry of Justice is focusing on implementing digital transformation in civil enforcement work through the deployment of the Civil Enforcement Digital Platform and the Smart Monitoring and Operating Center as stipulated in Resolution 71/NQ-CP 2025 amending the Action Program for implementing Resolution 57-NQ/TW.

With its digital platform and fully digital, modern, and transparent operational processes, this is considered the largest digital transformation platform ever undertaken by the Ministry of Justice, with nationwide deployment at the Civil Enforcement Management Department, 34 provincial and city civil enforcement agencies, and 355 regional civil enforcement offices, serving over 6,800 civil enforcement officials, from leaders and bailiffs to various operational departments.

The digital platform in the field of civil enforcement is built as a comprehensive solution, seamlessly digitizing the entire civil enforcement process, integrating and linking all business processes, databases, and digital services with groundbreaking benefits. The digital platform allows for the resolution of procedures across administrative boundaries, regardless of geographical distance, helping to reduce the workload of statistical reporting and effectively supporting management and decision-making.

Digital technology , particularly AI, plays a prominent role in automating data extraction, task assignment, and progress monitoring. Citizens can easily interact, search for records, and receive notifications via QR code and VNeID across digital environments. The creation of an accurate, complete, clean, active, unified, and shared database connects civil enforcement agencies with courts, police, population databases, banks, postal services, and many related ministries and sectors. This helps digitize, automate, and streamline the process of handling and enforcing judgments, resulting in a unified and convenient process for citizens and businesses.

The digital platform comprises four core business subsystems, operating uniformly and seamlessly throughout the entire civil enforcement process and connecting with the Intelligent Monitoring and Operation Center for the Civil Enforcement System (IOC THADS). Civil enforcement officials access the digital platform through a shared portal. After authentication and authorization, users are centrally directed to use specialized business subsystems, serving the entire civil enforcement process, from receiving files, processing, organizing enforcement, to warehousing, funds, and operational monitoring.

Regarding the electronic receipt subsystem, it digitizes the entire process of creating, approving, storing, and managing receipts, tightly controlling the flow of funds for enforcement proceedings, reducing errors, and increasing transparency. From July 2025, the subsystem will be deployed nationwide, replacing paper receipts, allowing citizens to pay online and advance court fees through the Online Public Service Portal, regardless of geographical location and time of execution. Similarly, this applies to cases where funds from enforcement proceedings can be received via bank transfer upon request.

Regarding the enforcement decision support subsystem, it assists in the processing stage, using artificial intelligence (AI) to automatically read multiple court judgments and decisions, based on enforcement requests, even handwritten petitions from citizens, and automatically extract data and fill in multiple enforcement decisions simultaneously. The solution integrates enforcement provisions from a five-hundred-page judgment, generating over 200 decisions in less than 20 minutes. 100% of the paper delivery process is eliminated and replaced with digital signatures using identification codes and QR codes, making document delivery to citizens faster, more accurate, and more convenient for checking the legal validity of documents. The subsystem will be deployed nationwide from October 2025.

For the enforcement organization subsystem, the system is digitized to manage the entire case lifecycle, from case acceptance and verification of enforcement conditions to the application of coercive measures and completion of the file. The integrated artificial intelligence solution provides prompts, reminders, and warnings about legal regulations during the enforcement process, helping enforcement officers perform their work quickly and accurately.

Providing a digital environment for receiving, classifying, and tracking the resolution of citizens' feedback, suggestions, and complaints. The system assigns cases, updates progress, stores records, and notifies citizens of the results, contributing to increased transparency, reducing prolonged complaints, and improving service quality…

IOC THADS is a modern digital management platform that applies artificial intelligence, connecting, integrating, and linking with digital platforms in the field of civil enforcement and related systems inside and outside the industry, forming a unified shared data repository. Through the built-in AI assistant, leaders can query data using natural language, assign tasks directly, and monitor processing progress all on a centralized control screen.

On a digital platform and with an intelligent monitoring and control center, AI is being strongly applied and promoted to shorten processing time, reduce manual work, and enhance accuracy and transparency. The completion of all functions and the implementation of a digital platform in the field of civil enforcement has created and will continue to create a unified, efficient, transparent, and more convenient process for citizens and businesses.
