Proposal to consider allowing candidates to use VNeID to take the exam
Contributing to the workshop, Associate Professor Dr. To Van Phuong, Head of Training Department of Nha Trang University, pointed out the fact that many students in localities were seriously affected by the recent floods. For example, according to the review of this University, about 30% of students have families severely affected by floods. Students of high schools in the area were also severely affected. Therefore, Associate Professor To Van Phuong proposed that Ho Chi Minh City National University have a plan to exempt and reduce fees for students in difficult circumstances.
"In addition, due to the impact of floods, the loss of documents, especially personal documents, has been recorded in many places. Therefore, the exam needs to consider how to handle candidates who fall into this situation," Associate Professor Phuong emphasized.
Dr. Nguyen Quoc Vu, Vice Principal of Dong Thap University, also expressed concern about the regulation that candidates must have an original ID card to be allowed to take the exam. According to Mr. Vu, there are cases where parents keep the ID card but go on a trip , so the candidate cannot take the exam. Therefore, the exam can consider using VNeID to allow candidates to take the exam.

There will be a set of regulations and documents guiding the organization of the official exam.
Regarding this proposal, Dr. Nguyen Quoc Chinh, Director of the Center for Testing and Training Quality Assessment (Ho Chi Minh City National University), said that one of the exam goals for next year is to create the most favorable conditions for candidates when taking the exam. For example, in 2026, candidates will continue to take the exam on paper to make it most convenient, easy and friendly for candidates, helping candidates from all regions have equal access. Regarding the organization, Ho Chi Minh City National University is also considering the possibility of supporting a reduction in exam fees for candidates with difficulties to easily access the exam.
Dr. Nguyen Quoc Chinh also said that this unit will consider whether or not to allow candidates to use electronic identification documents on the VNeID application. However, Mr. Chinh said that the Competency Assessment Examination Council will consider the decision based on experience and practical requirements but must comply with legal regulations. This content, if any, will be shown in the specific examination regulations issued before the exam takes place.
In addition, an orientation for next year's exam is to strengthen close coordination with exam organizing units, provide guidance and supervision to ensure that officials comply with regulations and procedures, limit errors, and prevent violations. The set of regulations and official exam organization guidelines will be submitted for approval and promulgated by the end of 2025, serving as a basis for preparing and organizing the Ho Chi Minh City National University's 2026 competency assessment exam.

In 2025, 111 higher education institutions will use the exam results for admission. In the Ho Chi Minh City National University system alone, in 2025, about 14,500 candidates will be admitted by this method (accounting for 56.32% of the target) - the highest rate since 2018.
"In 2026, continue to improve and perfect the content of exam questions towards international standards, ensuring high reliability and classification ability; strengthen supervision and fraud prevention; strongly apply technology in exam invigilation and grading to improve accuracy and transparency," said the Vice President of Ho Chi Minh City National University.
