On the morning of December 6, at Cao Thang Technical College (Sai Gon Ward, Ho Chi Minh City), the Congress of Delegates of the Ho Chi Minh City Vocational Education Association (VET) for the first term (2025-2030) took place successfully with more than 200 delegates from vocational education establishments and businesses attending.
The key role of vocational education
Speaking at the congress, Mr. Truong Anh Dung, Director of the Department of Vocational Education and Continuing Education, Ministry of Education and Training, affirmed that vocational education is entering a strategic development phase, institutionalizing Resolution 71 on breakthroughs in education and training development of the Politburo with 7 key orientations. This aims to affirm the key role of vocational education in developing high-quality human resources of the country.

Mr. Truong Anh Dung, Director of the Department of Vocational Education and Continuing Education, emphasized the key role of vocational education in training high-quality human resources in Vietnam.
Mr. Truong Anh Dung expects that the Ho Chi Minh City Vocational Education Association will not only fulfill its set goals but also strengthen its connection with state management agencies, becoming a key channel for comments, advice and policy criticism for the education and vocational education sector.
Mr. Lam Van Quan, Chairman of the Ho Chi Minh City Vocational Education Association (term 2020-2025), said that the congress took place in the context of Ho Chi Minh City being reorganized according to a new model, closely linking Ho Chi Minh City - Binh Duong - Ba Ria Vung Tau. The economy entered a period of strong digital transformation - green transformation. The amended Law on Vocational Education created a legal corridor to promote autonomy, transparency, standardization and international integration.
"That gives the Ho Chi Minh City Vocational Education Association a new role: Not only connecting schools, but also connecting businesses - experts - international organizations; becoming a leading force in developing vocational skills in the whole region" - Mr. Quan emphasized.

As of October 2025, the Ho Chi Minh City Vocational Education Association has 232 members. Of these, 70 members work at vocational education institutions and universities, 25 members work at enterprises and 137 are individual members and units under the association.
Achieved many outstanding achievements
In recent times, the Vocational Education Association has performed well its role as a policy consultant and critic, accompanying the Department of Education and Training, the Department of Vocational Education and Continuing Education and vocational training institutions in the process of preparing the revised Law on Vocational Education and vocational skills development programs. These results demonstrate the joint efforts, enthusiasm and solidarity of all members.
The Vocational Education Association has directly participated in career counseling activities inside and outside the city. Every year, the association participates in counseling more than 300 secondary and high schools with more than 250,000 students; coordinates with the Youth Employment Service Center - Ho Chi Minh City Youth Union to organize an annual career fair...

Mr. Tran Anh Tuan, Vice President of the Ho Chi Minh City Vocational Education Association, participated in the career counseling program for Ho Chi Minh City students.
Notably, in 2025, 2 member schools will be included in the list of 10 schools "Evaluation of high-quality colleges in 2025" nationwide, namely Cao Thang Technical College and Vien Dong College (this is the only non-public college in the country included in the list).
In addition, Vien Dong College was also honored to receive a Certificate of Merit from the Minister of Education and Training for its outstanding achievements in the emulation movement "Innovation and creativity in management, teaching and learning in the period 2020-2025".
In the context that the National Assembly is about to pass the amended Law on Vocational Education, Mr. Truong Anh Dung said that for the first time, the Law on Vocational Education adds two articles related to the role and responsibilities of enterprises, and also has additional regulations on enterprise training funds to support human resource development.
Regarding the general orientation of the industry in the coming time, the Director of the Department of Vocational Education and Continuing Education emphasized the need to focus on standardization, modernization and comprehensive quality improvement. The goal is to strive for 80% of vocational training institutions to be standardized by 2030, promote digital transformation, international integration and strengthen connection with labor market information to ensure training quality closely follows practical needs.
3 important tasks in the new term
1. Improve the quality of vocational education and standardize according to Resolution 71.
2. Promote digital transformation and develop vocational skills ecosystem.
3. Building a vocational skills ecosystem according to a 2-tier model, implemented in phases.
