With a densely populated area, the requirement is to streamline the apparatus, improve service quality and shorten the time to process procedures. Coc San Commune determined to reorganize the process in the direction of "clear focal points and responsibilities", increase administrative discipline and promote digital transformation to ensure uninterrupted work.

Data from the Coc San Commune Public Administration Service Center shows that, in the period from July 1 to November 19, 2025, the Center received 1,621 applications, of which 1,564 were online and 57 were in person (equivalent to about 96.5% of applications submitted via the digital environment). 1,508 applications were processed on time; the remaining are under processing or suspended, returned, or canceled according to regulations.

After the administrative unit merger, the scope of management data has expanded. Mr. Ha Anh Duc - Head of the Economic Department of Coc San commune said that the commune has applied specialized software such as land management, business registration, construction licensing combined with the general management system. Officials use specialized software to process documents and synchronize data to the shared system for statistics and reporting.

“This method helps to process documents accurately, in accordance with regulations, and still keep up with progress. When it is necessary to review the situation of land management, construction licensing, or production and business activities, it only takes a few lookups; periodic reports are quickly summarized, with more complete data,” Mr. Duc shared.

In the field of culture and society , the effectiveness of decentralization is reflected in the initiative of the locality. Ms. Truong Thi Van Anh - Head of the Department of Culture and Society of Coc San commune said that the department can directly handle and advise on policies related to social security, education, health, and grassroots cultural activities without having to wait through many intermediary levels. Thanks to that, the time for making decisions is shortened, policies are made closer to the needs of each village and hamlet; coordination between professionals and grassroots is also more flexible.

From the people's perspective, the most noticeable point is that the procedures are more concise and the file status is clearer.

Administrative procedures are shortened and simpler. Today I went to the Public Administration Center to complete the procedures for donating property from my parents to my wife and I. The staff enthusiastically advised and guided me, and the procedures were quick and easy.

The changes in Coc San commune show that decentralization is not just about assigning work, but also about reorganizing operations in a way that is clear about responsibilities, has tools, supervision, deadlines, and puts people at the center.

When records are digitized, the process is transparent, each task is associated with a responsible contact; matters beyond authority are transferred to superiors according to regulations and have a processing time limit, and "bottlenecks" of delay are clearly identified.
