
The report presented to the Congress stated that, after the administrative unit merger and the implementation of the two-tiered local government model, the Provincial Veterans Association has 101 affiliated grassroots organizations with over 61,000 members, of which 96% of members meet the criteria of "Exemplary Veteran," and 97% of members' families achieve the title of "Culturally Advanced Family."
Veterans' associations at all levels actively participate in the movement to build new rural areas and civilized urban areas. Over the past three years, members have voluntarily donated 174,820 square meters of land for projects, contributed 1.42 billion VND, and provided more than 51,000 man-days of labor.

Comrade Giàng Thị Dung, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Fatherland Front of Lào Cai province, delivered a speech at the Congress.
In the economic development emulation movement, the province currently has 82 members who are owners of small and medium-sized enterprises; veteran members own 25 cooperatives, 378 cooperative groups, 186 farms, and 1,067 family farms.
Over the past three years, the various levels of the association have mobilized members to contribute 2.4 billion VND to social funds, such as the "For the Poor" fund, disaster prevention fund, scholarship fund, and humanitarian charity fund, contributing to spreading the spirit of community responsibility.

The Veterans Associations at all levels in the province have consistently upheld and promoted the essence of "Uncle Ho's soldiers," the tradition of "loyalty, solidarity, exemplary conduct, and innovation," and comprehensively fulfilled all nine assigned targets.
Key tasks include building and protecting the Party, the government, the socialist regime, and the people; focusing on building a politically and ideologically strong organization; helping each other develop the economy, reduce poverty, and improve living standards; propagating and educating patriotism and revolutionary traditions among the younger generation and building national unity; and making practical contributions to the economic, cultural, and social development, strengthening national defense, security, and foreign relations of the province...

The Congress introduced the 8th Executive Committee, consisting of 35 members, and also appointed 11 delegates to attend the Vietnam Veterans Congress.
