On the afternoon of December 12th, at the Government headquarters, Deputy Prime Minister Pham Thi Thanh Tra chaired a working session with ministries and agencies to review preparations for the 11th National Emulation Congress.

Attending the working session were leaders from the Ministry of Interior , the Ministry of Culture, Sports and Tourism, Vietnam Television, and units from the three subcommittees: Content, Propaganda, and Logistics.

Reporting at the meeting, a representative from the Ministry of Interior stated that the congress is scheduled to take place over two days, December 26-27, 2025, at the National Convention Center in Hanoi. The congress is expected to be attended by approximately 2,000 delegates, including Party and State leaders, and outstanding individuals from all fields.

The script for the documentary film summarizing the emulation movement for the period 2021-2025 and outlining the direction and tasks for 2026-2030 is being finalized, alongside a program to honor outstanding collectives and individuals.

The Ministry of Culture, Sports and Tourism is also leading the development of an art program to celebrate and exhibit the achievements of 40 years of reform, in coordination with many ministries and sectors. Extensive publicity is being carried out through newspapers, television, and digital platforms...

After listening to the discussions, Deputy Prime Minister Pham Thi Thanh Tra emphasized that this National Emulation Congress holds special significance as it takes place in 2025 – a year of major political and historical events: 50 years since the Liberation of the South and the reunification of the country; 80 years since the founding of the nation; and many other major commemorative activities of ministries, sectors, and localities.

"This is also the year we are implementing many important tasks of national significance," the Deputy Prime Minister said, while also requesting that the National Emulation Congress be organized in a way that truly spreads, inspires, and creates a new momentum throughout society.

The Deputy Prime Minister particularly emphasized that the 11th National Emulation Congress took place just before the 14th National Party Congress - a particularly important event that opens up new thinking and vision to enter a new era for the country.

Therefore, the National Emulation Congress is not only an activity to summarize the emulation movement, but must also contribute to strengthening confidence and arousing the spirit of dedication throughout the Party, the people, and the armed forces.

"It can be said that this is the Congress of a new era. As a Congress of a new era, it must be truly impressive, create a strong ripple effect, and inspire a spirit of innovation to enter a new phase of development," the Deputy Prime Minister emphasized.

Accelerate and innovate dramatically in organizational methods.

The Deputy Prime Minister also expressed his impatience that some tasks were still at the planning stage, incomplete, and did not meet requirements, and requested that units focus intensely, coordinate more closely, and avoid duplication.

"This is a particularly important political task for the nation and also a key task for the Ministry of Interior in 2025. Without high concentration and close coordination, it will be difficult to ensure progress," the Deputy Prime Minister emphasized.

Regarding propaganda efforts, the Deputy Prime Minister requested the Ministry of Interior to take the lead in coordinating with the Ministry of Culture, Sports and Tourism to develop a high-intensity propaganda plan before, during, and after the Congress; maximizing the mobilization of central and local media agencies. Propaganda content must be broadcast during prime time, strongly integrating digital platforms and visual promotional methods from the commune and ward levels.

The Deputy Prime Minister specifically requested that local television systems closely follow directives, increase the frequency and quality of content, and create a vibrant atmosphere of competition among the entire population.

Regarding the exhibition showcasing the socio-economic achievements of 40 years of reform, the Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism full responsibility. The exhibition booths should be dignified, modern, and fresh, befitting a major political event.

Regarding the opening art program, the Deputy Prime Minister suggested redesigning it to be impressive, creative, avoid repetition, harmonize tradition and modernity, and ensure the highest quality.

The Deputy Prime Minister also gave specific feedback on the documentary film screened at the Congress, requesting improvements in content, visuals, and messaging to accurately convey the spirit of emulation in the new era.

"Time is running out, the workload is heavy, and the demands are very high. Ministries and sectors must get involved with urgency, responsibility, and strong innovation to ensure that the 11th National Emulation Congress is a success, befitting its status as a major political event of the country," the Deputy Prime Minister emphasized.
