On the evening of December 12th, Deputy Prime Minister Pham Thi Thanh Tra held a meeting with the Ministry of Interior , the Ministry of Culture, Sports and Tourism, and other relevant units to review the organization of the 11th National Emulation Congress.

2,025 official delegates attended the Congress.

According to information presented at the meeting, the Head of the Central Emulation and Commendation Board, Pham Huy Giang, stated that the 11th National Emulation Congress will be held at the National Convention Center in Hanoi on December 26th and 27th, 2025.

The Central Emulation and Commendation Board has compiled a list of 2,025 official delegates and a list of invited guests for the Congress (approximately 200 delegates).

The invited guests included current and former leaders of the Party, State, and Vietnam Fatherland Front ; leaders of the Central Emulation and Commendation Council from various periods; Secretaries of Provincial and City Party Committees and Party Committees directly under the Central Committee; former Secretaries of Provincial and City Party Committees (before the reorganization); representatives of Vietnamese Heroic Mothers, and representatives of individual Heroes of the People's Armed Forces and Labor Heroes from various periods.

The Ministry of Interior - the Standing Agency of the Congress Organizing Committee - sought opinions from members of the Central Emulation and Commendation Council on the script for the documentary film and closely coordinated with Vietnam Television (VTV) to produce the documentary film "Results of emulation movements and commendation work in the 5 years (2021 - 2025), directions and tasks for the period 2026-2030" to be screened at the official session of the Congress.

Mr. Pham Huy Giang also stated that they have selected exemplary individuals and outstanding figures, developed a script for the program to exchange ideas with advanced role models; honored, rewarded, and commended Labor Heroes, Heroes of the People's Armed Forces, and National Emulation Fighters; and closely coordinated with relevant units to prepare the Congress documents.

According to Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy, the Ministry is tasked with organizing two artistic programs for the opening ceremony and welcoming event of the Congress. The Ministry is currently coordinating preparations to ensure the performances meet the highest standards.

Regarding the organization of the exhibition showcasing the country's socio-economic achievements after 40 years of reform, Ms. Trinh Thi Thuy said that the Ministry has issued guidelines for ministries and agencies to design exhibition booths.

In addition, the Ministry of Culture, Sports and Tourism has completed the documentary film "The Patriotic Emulation Movement in the Ho Chi Minh Era," which is awaiting approval. The art project for the Congress is also basically complete.

Deputy Minister of Home Affairs Cao Huy stated that the exhibition showcasing the country's socio-economic achievements after 40 years of reform must be appropriately chosen for the venue of the Congress, reflecting the characteristics and themes related to the National Emulation Congress.

According to VTV Deputy General Director Do Thanh Hai, VTV is working closely with the Ministry of Culture, Sports and Tourism to develop scripts and programs for showcasing exemplary role models.

Organized in a formal, impressive, and safe manner, creating a strong ripple effect.

Emphasizing that this Congress is of particularly significant importance because it is placed within the overall context of important political and national events of 2025 such as the 50th anniversary of the Liberation of the South and the reunification of the country, the 80th anniversary of the founding of the nation, and on the eve of the 14th National Congress of the Party, which is a crucial congress marking the beginning of a new era with renewed vigor, Deputy Prime Minister Pham Thi Thanh Tra stated that the 11th National Emulation Congress must be organized in a solemn, impressive, and safe manner, creating a strong ripple effect throughout society.

While acknowledging the efforts of the subcommittees in implementing their tasks, the Deputy Prime Minister expressed his impatience given the large volume of work remaining, with only a little over 10 days left until the opening of the Congress.

"Even a delay of a single hour or day will compromise the requirements; failure to implement quickly will result in failure to achieve the objectives," the Deputy Prime Minister said, while also noting that the subcommittees must closely monitor the program's progress and address any difficulties or obstacles immediately.

Giving specific feedback on the content, the Deputy Prime Minister requested a change in the mindset of previous Congresses. This Congress must be truly innovative, with a fresh opening program that creates a consistent theme, linking everything from the artistic performances to the documentary film content. The main program should honor exemplary individuals, ensuring harmony, evoking and promoting traditional cultural values, and a heroic spirit.

The Deputy Prime Minister instructed the Ministry of Interior (Central Emulation and Commendation Board) - the standing agency of the Congress Organizing Committee - to identify this as a particularly important political task of the Ministry, focusing intensely on coordinating and advising the Central Emulation and Commendation Council, the Congress Organizing Committee, and the Prime Minister to successfully organize the Congress.

The Ministry of Interior is in charge of connecting and coordinating the implementation of tasks related to the responsibilities of the Standing Agency, focusing on advising the Propaganda Subcommittee to accelerate the work progress, extensively publicizing the Congress through central and local mass media and promotional channels, creating a vibrant atmosphere for the Congress starting from December 15th.

The Ministry of Culture, Sports and Tourism has issued guidelines for intensive propaganda before, during, and after the Congress, diversifying forms and content, disseminating information down to the grassroots level, and maximizing the use of mass media to promote communication, primarily through the Vietnam News Agency (VNA), VTV, VOV, as well as digital platforms and the propaganda media system. At the same time, it strongly promotes the system of local press agencies.

The Ministry of Culture, Sports and Tourism is responsible for the quality and progress of the exhibition showcasing socio-economic achievements; and for urging and guiding ministries, departments, and localities in its implementation. The exhibition must be modern, dignified, and fresh.

The opening art program of the Congress must be impressively designed, combining tradition and modernity, creating a fresh range of emotions for delegates and the public.

Regarding the photo exhibition themed "Patriotic Emulation - For a Strong Vietnam," Deputy Prime Minister Pham Thi Thanh Tra assigned the Vietnam News Agency (VNA) to be responsible to the Central Emulation and Commendation Council, the Government, and the Prime Minister for this content.

Regarding logistics, the Deputy Prime Minister instructed that detailed, thorough, careful, practical, and effective plans be developed. All plans must be completed and invitations issued by December 18th.

The Ministry of Interior is primarily responsible for arranging and mobilizing officials, civil servants, and student volunteers to oversee each delegation, especially those at the local level.

The Deputy Prime Minister also gave specific feedback on the documents, program script for the Congress, films, documentaries, and interactive clips, requesting that they be interconnected and integrated with the artistic program.
