On the evening of December 12th, in Hanoi, Prime Minister Pham Minh Chinh attended the 11th National Award Ceremony for External Information – 2025, organized by the Central Steering Committee on External Information Work, the Central Propaganda and Mass Mobilization Department, in coordination with relevant agencies.

Also attending were: General Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Steering Committee for External Information Work, and Director of the General Political Department of the Vietnam People's Army; Trinh Van Quyet, Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department; Le Hoai Trung, Secretary of the Central Committee of the Party, Minister of Foreign Affairs; Bui Thanh Son, Member of the Central Committee of the Party, Deputy Prime Minister; leaders of ministries, departments, and central agencies; and representatives of diplomatic missions in Vietnam.

After 10 editions, the National Award for External Information has established itself as a prestigious award with many unique and distinctive values. This distinctiveness is reflected in the diversity of categories and participants, ranging from domestic to international, from officials and Party members to the general public and international friends. The 11th National Award for External Information has become one of the important information channels conveying the message of national development to international friends; contributing to the effective implementation of Resolution No. 59-NQ/TW on "International Integration in the New Situation" and Conclusion No. 57 of the Politburo on continuing to improve the quality and effectiveness of external information work; attracting strong public attention and having a wide-ranging impact both domestically and internationally.

The award aims to recognize and honor those working in foreign information at home and abroad – those who have actively contributed to spreading the historical values, cultural identity, and image of the Vietnamese people to the world; and at the same time, introduce to international friends the development achievements of the country after 40 years of Doi Moi (Renovation) and 5 years of successfully implementing the Resolution of the 13th National Congress of the Communist Party of Vietnam.

This year, the Organizing Committee of the Competition received 2,412 entries in 8 categories, double the average number of entries in previous seasons. The themes of the entries continued to comprehensively cover important political, foreign affairs, and cultural events, as well as the country's achievements in all fields. The 11th National Award for Foreign Information recognized entries in 8 categories: Vietnamese newspapers/magazines; foreign-language newspapers/magazines; radio; television; books; photographs; digital/multimedia products; and initiatives and products with foreign information value.

Thousands of entries in this year's competition were not only diverse in genre but also rich in content, reflecting the creativity and responsibility of those working in foreign affairs information. Through this award, foreign affairs information work continues to affirm its important role in connecting Vietnam with international friends, contributing to enhancing the nation's standing and building soft power through the cultural identity and glorious historical traditions of the nation in the new era.

Speaking at the ceremony, on behalf of General Secretary To Lam and the Party and State leaders, Prime Minister Pham Minh Chinh extended his respectful greetings, heartfelt regards, and best wishes to the leaders, delegates, distinguished guests, honored authors at this year's awards ceremony, and all attendees. On this occasion, the Prime Minister expressed his sincere gratitude to all those working in foreign affairs information, both domestically and internationally, for their tireless efforts in presenting a beautiful, authentic, and vibrant image of Vietnam and its people to the world.

The Prime Minister emphasized that external information work plays a crucial and strategic role, receiving special attention and guidance from the Party and the State. Despite numerous difficulties and challenges, external information work has achieved many outstanding results in recent times, especially: Information orientation has been carried out systematically, proactively, promptly, and synchronously; coordination has improved, creating a close and effective network; information content is comprehensive, maintaining a proactive stance on the information front; information methods have been diversified, creating a positive ripple effect; contributing to strengthening trust, creating consensus, and uniting the Vietnamese community abroad; while simultaneously refuting distorted narratives and contributing to shaping international public opinion...

Overall, external information work has made a proactive and positive contribution to raising Vietnam's independent, self-reliant, and just voice on the international stage; enhancing the image of a stable, dynamic, responsible, sincere, trustworthy, distinctive, and friendly Vietnam; enabling the world to understand more accurately, fully, and deeply the spirit, character, and image of Vietnam and its people; thereby contributing to strongly promoting relations with countries and international partners, creating a favorable environment and conditions for national development.

The Prime Minister emphasized that the National Award for External Information is of great significance, contributing to affirming the role and influence of external information work; demonstrating the Party and State's concern to honor, motivate, and contribute to improving the effectiveness of this work. After 11 editions, the Award has built a high level of prestige, stature, and widespread influence. Building on the success of previous editions, this year's Award has six outstanding features:

The competition attracted widespread participation from central and local agencies, the press, organizations, businesses, researchers, etc. (with 2,412 entries, double the average number of previous competitions). The themes comprehensively covered important events and achievements of the country, the policies and guidelines of the Party and State, and promoted the image of Vietnam, its people, and cultural values. The quality of the entries improved, reflecting the thinking, vision, creativity, and meticulousness of the authors. The forms of expression were diverse and modern, strongly applying new forms and means of communication such as digital media.

The entries submitted by foreign participants demonstrated a deep and positive understanding of Vietnam, offering fresh and diverse perspectives. The organization of the competition saw many innovations, including the first-ever application of digital technology, a revamped online participation and judging method, and a significant increase in prize value.

On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated, and commended the Central Propaganda and Mass Mobilization Department, the Central Steering Committee on External Information Work, and related agencies for their close coordination in successfully organizing today's Award Ceremony; he warmly praised and congratulated the outstanding collectives and individuals honored at this year's Award Ceremony, who have made important contributions to the overall achievements of the country's external information work.

The Prime Minister emphasized that in the new era of development, along with national defense and security, foreign affairs are identified as crucial and ongoing tasks, contributing to protecting the Fatherland early and from afar, and promoting rapid and sustainable national development; in which, foreign information work plays a very important role, being a strategic component in the overall national soft power. To further enhance the effectiveness of foreign information work in the coming period, the Prime Minister stressed the following key directions:

Firstly, it is essential to adhere closely to the Party and State's foreign policy guidelines and policies, especially the Resolution of the 14th National Party Congress and Resolution 59-NQ/TW of the Politburo on international integration in the new situation; affirming a confident, self-reliant, self-sufficient, dynamic, and creative Vietnam that actively contributes to peace, cooperation, and development in the region and the world.

Secondly, we need to innovate our thinking and methods, ensuring strategic proactiveness both in the short and long term; developing well-structured programs with rich content, attractive and persuasive formats, ensuring accessibility, modernity, and multimedia capabilities.

Thirdly, we must promote the application of digital technology and effectively utilize global communication platforms (social networks, digital platforms, artificial intelligence, big data, etc.) to attract and better serve both foreigners and domestic citizens.

Fourth, we must build a team of foreign information officers who are courageous, intellectually sharp, creative, responsible, and dedicated; who are committed and courageous, undeterred by difficulties and hardships, with the spirit of "steel in the pen, fire in the heart," and "using beauty to overcome ugliness, using positivity to push back negativity."

Fifth, leverage the combined strength of the entire political system; establish close and effective coordination mechanisms between ministries, departments, and localities; between domestic and international media; and form and develop an increasingly practical and effective network for external information dissemination.

Building upon the fine traditions and achievements already attained, we hope and believe that the National Award for External Information will continue to create new momentum and enthusiasm, enabling those working in external information to fully utilize their talents, intellect, dedication, creativity, and responsibility, excellently fulfilling their assigned tasks and contributing increasingly practically and effectively to the cause of national construction, development, and defense in the new era.

At the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh and Comrade Nguyen Trong Nghia presented the First Prize to the winning authors and groups of authors.
