
Associate Professor, Dr. Doan Minh Huan, Member of the Central Committee of the Communist Party of Vietnam, Standing Deputy Director of the Ho Chi Minh National Academy of Politics ; Professor, Dr. Le Van Loi, President of the Vietnam Academy of Social Sciences; and Associate Professor, Dr. Dao Ngoc Chien, Director of the National Foundation for Science and Technology Development (NAFOSTED) co-chaired the workshop.
In his opening remarks and introductory presentation at the conference, Associate Professor, Dr. Doan Minh Huan stated that throughout history, social sciences and humanities have proven their special and irreplaceable role in the development process of each nation. This field contributes to clarifying the nature of human beings and society, explaining the laws of historical movement, and thus helping to understand the driving forces and limitations of development.
Associate Professor, Dr. Doan Minh Huan believes that basic research in the social sciences and humanities is not only about building knowledge but also about strengthening value systems, shaping the future, preserving identity, and proactively adapting to a changing world .
Today, with the rapid development of technology, and with artificial intelligence capable of simulating language, analyzing data, and supporting decision-making, the value of social sciences and humanities has become irreplaceable. This is because fundamental issues such as moral values, social norms, thinking abilities, political acumen, and a sense of responsibility can only be understood and guided through rigorous, accurate, and in-depth research in the social sciences and humanities.

Associate Professor, Dr. Doan Minh Huan affirmed that basic research is not only the foundation of knowledge but also the soft power of a nation. Investing in basic research is investing in development, identity, intellect, and national self-reliance.
In this new context, basic research has many important tasks. These include clarifying the new laws of social life, from human behavior to economic structure to the digital information environment; building value systems and identities in the age of globalization; providing a theoretical foundation for national development strategies, forecasting trends and proposing policy recommendations, and contributing to the humanization of technological development. In the age of AI and automation, technology must serve humanity, protect ethical values, and strengthen the harmonious development between technology and society.

At the conference, delegates exchanged, discussed, and analyzed in depth the importance of social sciences and humanities in the digital age; simultaneously, they identified the role and value of basic research in social sciences and humanities – a field that plays a guiding role in the ideology, policies, and development of the country. Delegates proposed strategic directions for the development of the field in the coming period, in line with the new context and new demands of the era, aiming to improve the quality of research by agencies, organizations, and scientific teams nationwide.
Associate Professor, Dr. Dao Ngoc Chien, Director of the National Science and Technology Development Fund, affirmed that the role of basic research in social sciences and humanities is to provide empirical evidence and qualitative-quantitative analysis to help formulate social, cultural, educational, welfare, and sustainable development policies; predict trends, identify risks, and choose optimal policy decisions. Through this, it contributes to the design of human development programs, institutional reform, digital transformation, and digital culture.
Based on an analysis of the number of research projects funded for basic research in social sciences and humanities during the period 2011-2025, Associate Professor, Dr. Dao Ngoc Chien pointed out several inherent challenges in social science and humanities research, such as the small number of scientists, the quality of research and international publications, and the relatively limited connection with state management practices. Therefore, Associate Professor, Dr. Dao Ngoc Chien stated that the NAFOSTED Fund will promote funding in a direction that prioritizes interdisciplinary research linked to innovation, new technological trends, and strategic technologies; support the promotion of research that connects the social sciences and humanities with other fields such as technology, big data, AI, etc., thereby maximizing the potential of the workforce and building an open, advanced scientific network.

In his closing remarks at the workshop, Professor Dr. Le Van Loi, President of the Vietnam Academy of Social Sciences, emphasized that, based on discussions, analyses, and clarifications, the workshop proposed many important and practical solutions to develop and promote the role of basic research in the social sciences and humanities in the new context.
In particular, basic research in the social sciences and humanities must be conducted with a spirit of both steadfastness and innovation, maintaining accuracy, academic rigor, and theoretical depth; innovating thinking and methods, taking the new realities of the country as the goal of research; linking the summation of practical experience with theoretical research and policy planning and implementation; and continuously innovating to adapt to the times, leading and guiding the development of society.

Furthermore, we must promote and expand creativity, combining technology with basic research in the social sciences and humanities; harmoniously blending the inheritance of traditional values, identity, and the finest aspects of human culture with the redefining and pioneering of new knowledge, contributing to enriching the treasury of human knowledge and making a practical contribution to national development.
