On December 12th, the People's Committee of Muong Nha commune ( Dien Bien province) organized a ceremony to announce the decision and receive the Certificate of National Intangible Cultural Heritage for the "New Rice Festival of the Si La people" and to hold the 2025 New Rice Festival in Nam Sin village.
At the ceremony, representatives from the Dien Bien Provincial Department of Culture, Sports and Tourism and leaders of Muong Nha commune announced the decision of the Ministry of Culture, Sports and Tourism to include the "New Rice Festival of the Si La people" in the National List of Intangible Cultural Heritage.
Representing the community, Mr. Ly Hong Son, Head of Nam Sin village, expressed his honor and pride that the Si La people's New Rice Festival has been included in the National List of Intangible Cultural Heritage. This serves as a motivation for the Si La people to educate their children and grandchildren to enhance their sense of responsibility in preserving and promoting the traditional cultural identity of their ethnic group; contributing to improving their cultural and spiritual lives, helping them to unite, work diligently, and build a civilized and progressive community.
In Dien Bien, the Si La ethnic group has been living in Nam Sin village, Muong Nha commune since 1973. Initially, the village had only about 10 families. By November 2025, the village had 58 households with 238 inhabitants.
The Si La people celebrate the New Rice Festival when the first grains of rice ripen and are ready for harvest. This agricultural ritual embodies many traditional cultural aspects that have been preserved and passed down through generations.
The harvest festival of the Si La ethnic group in Nam Sin village is a unique ritual; a quintessential aspect of the spiritual life of the Si La people, shaped and developed through many historical stages. It is an occasion for everyone to remember their origins, ancestors, grandparents, and parents, and to wish for good fortune, happiness, and prosperity.
The ceremony also reflects the spirit of solidarity, community strength, and kinship, and is an opportunity for people to socialize, chat, and hope for a better life. The New Rice Festival is a time to express gratitude to the previous generations who pioneered and cultivated the fields, so that the Si La community can enjoy the fruits of a year of hard work and collective effort to have a bountiful harvest.../.
