The Prime Minister has ordered the revocation of social housing allocations if false declarations are discovered.

The Prime Minister has instructed local authorities to increase post-inspection and reclaim social housing purchase or rental rights in cases where dishonest declarations or violations are detected.

The content of Directive 34, signed by Prime Minister Pham Minh Chinh on December 11th, concerns the rectification of procedures for reviewing, buying, selling, and leasing social housing.

Accordingly, the Prime Minister requested that relevant agencies increase inspections to ensure that the selling price of social housing is calculated correctly and accurately, preventing businesses from exploiting the policy for profit. Provinces and cities also need to coordinate with the police to strictly handle illegal brokerage and acts of profiteering in the buying and selling process.

Local authorities also need to strengthen post-audits, reclaim social housing purchase or rental rights in cases where dishonest declarations or violations of eligibility conditions are detected, and publicly disclose the list of violators.

Similarly, developers and businesses that violate regulations in the home buyer approval process, or organizations and individuals engaging in illegal brokerage activities or exploiting policies for personal gain, will also be subject to penalties.

The Prime Minister's directive comes amidst recent shortcomings and potential negative consequences in the review, purchase, lease-purchase, and rental of social housing in some projects in Hanoi, Da Nang, Ho Chi Minh City, etc. For example, many projects have seen illegal brokering and intermediary activities, advertising "diplomatic quotas" and "guaranteed acceptance." Some projects have announced selling prices 30-40% higher than the average. Post-contract verification and transfer monitoring by management agencies have been ineffective, potentially leading to speculation and exploitation of the policy.

The Prime Minister stated that if these shortcomings are not promptly rectified and strictly addressed, they will erode public trust and affect social justice. This will also distort policies, give rise to negative practices, and create an underground market in accessing social housing.

In addition to post-audits, the Prime Minister assigned the People's Committees of provinces and cities full responsibility to the Government and the Prime Minister for the results of implementing policies on the development, sale, lease, and lease-purchase of social housing in their localities. Specifically, localities must publicly disclose the project after commencement, including information (project name, investor, location, application submission), progress, scale, and estimated selling price.

They also need to verify the identity of the buyers, limiting cases where one person submits applications to buy or rent in multiple projects. Afterward, the list of approved buyers or renters must be made public and updated for post-audit purposes.

According to the Prime Minister's directive, investors are prohibited from collecting deposits or authorizing individuals or trading platforms to collect these funds outside of regulations. They must cooperate with relevant authorities to detect and handle organizations, individuals, trading platforms, and brokers who use the guise of support and consultation to profit illegally.

From the buyer's perspective, they are only allowed to submit applications for one project and cannot have someone else register on their behalf. Verification of income for self-employed individuals will be handled by the local police.

The government aims to build at least 1 million social housing units for low-income earners and industrial zone workers by 2030, with 100,000 units to be completed this year alone. According to data from the Ministry of Construction, as of the end of October, 696 projects were underway nationwide, comprising approximately 640,000 apartments. The Ministry estimates that about 89,000 units will be completed this year, reaching 89% of the plan.
