
Construction work on the project is being accelerated by contractors to complete the project in 2025.
The Chi Thanh - Van Phong section project of the North - South Eastern Expressway Construction Project for the 2021-2025 period is scheduled to be completed on December 19, 2025, contributing to the completion of 3,000km of expressway according to the direction of the Government, the Prime Minister and the goals set forth in the Resolution of the 13th National Congress of the Party.
During the project implementation process, Deputy Prime Minister Nguyen Thanh Long has directly inspected and issued directive documents many times. The Ministry of Construction has strongly urged and directed the investor and contractors to organize construction to ensure the completion of all sections that do not require weak soil treatment before September 30, 2025 to concentrate machinery and equipment to construct the remaining sections when conditions are met for unloading.
Deployment is very slow, risk of not completing
However, up to now, only package XL01 has been implemented as planned; package XL02 has been implemented very slowly and is at high risk of not being completed as planned.
The main reason is that Project Management Board 7 has not seriously implemented the direction of the Government, the Prime Minister and the Ministry of Construction in implementing construction as well as handling contractors who are behind schedule; the leaders of some contractors have not really paid proper attention and arranged adequate financial resources, increased machinery, equipment and human resources for the construction site; the organization of construction is still fragmented, unscientific , and has not organized the construction of foundation items, road surfaces, and traffic safety systems in a rolling manner;
Some units use mixing stations and asphalt pavement lines to simultaneously construct other projects in the area, so they cannot meet progress requirements.
"If the current construction status continues, without any changes or breakthroughs in the near future, the project will not be completed as planned," the Ministry of Construction said.
To ensure the completion of the Project and put it into operation on December 19, 2025 as directed by the Prime Minister, the Ministry of Construction requires the leaders of Project Management Board 7, Contractors and Consultants to identify this as the top political task, the "honor and responsibility" of all units to make outstanding efforts in organizing and implementing it in accordance with the spirit of the Prime Minister.
Seriously rectify project management and operation
Accordingly, the Ministry of Construction requires the leadership of Project Management Board 7 to seriously learn from experience in organizing and managing the project; rectify units that have not seriously implemented the directions of the Government, the Prime Minister, and the Ministry of Construction with the consistent goal of completing and putting the entire project into operation by December 19, 2025; and take full responsibility before the Minister of Construction for the progress and quality of the project.
Project Management Board 7, based on the remaining volume, directs Contractors and Supervision Consultants to rebuild the detailed progress of each item by day and week of each contractor, along with the needs of machinery, equipment and human resources.
At the same time, contractors are required to mobilize all machinery, equipment, and human resources, organize construction in "3 shifts, 4 teams", and ensure that the weekly plan must be completed with the following progress milestones: Complete the construction of the entire crushed stone foundation, crushed stone reinforced with cement before November 25, 2025; complete all asphalt paving work, and install traffic safety systems before December 10, 2025.
"The Director of Project Management Board 7 and Deputy Director of Project Management Board 7 in charge of the project must be directly at the site to direct and manage the project; organize meetings to review and evaluate daily implementation results; for works that are behind schedule, contractors must be required to have solutions to overcome them in the following week (additional equipment, human resources, material resources, overtime) to avoid transferring the workload to the following weeks; for contractors that cannot overcome the problem, it is necessary to urgently transfer the workload so as not to affect the project's progress," the Ministry of Construction emphasized.
Project Management Board 7 needs to strictly control the mobilization of machinery by contractors, not allowing contractors to arbitrarily remove machinery and equipment from the construction site before completing the Project.
Direct the subcontractor expected to take over a part of the volume of the Central contractor to urgently mobilize all machinery, equipment, human resources and material resources to carry out mass construction from October 25, 2025. Contractors in the project need to enhance their sense of responsibility, share and support human resources and equipment with other contractors to ensure the overall progress of the Project.
The functional departments of Project Management Board 7, Supervision Consultant, and Contractor increase personnel to carry out internal work to completely handle existing problems in design addition and development, material price approval, timely acceptance, payment, and disbursement of completed work volumes, ensuring cash flow for the construction site and disbursement progress, without interrupting construction.
Supervision consultants, independent quality inspection units, testing contractors and related units strictly control the construction quality of items, promptly overcome and repair existing problems and defects (if any), ensure the quality of the project; prepare project completion records, complete procedures to put the entire Project into operation on December 19, 2025.
The Ministry of Construction requests project consultants and technical design consultants to urgently complete the traffic organization plan for the end-of-route intersection (including plans to adjust and supplement the design of the end-of-route intersection if necessary), and report to the Ministry of Construction before October 28, 2025 as a basis for completing the organization, appraisal, and approval of the traffic organization plan to meet the schedule for putting the project into operation. Urgently organize the preparation, appraisal, and approval of the traffic safety inspection report before putting the project into operation.
The Ministry of Construction also severely criticized the contractors in the Central, North-Central-South regions, and Construction Corporation No. 1 (CC1) for not making real efforts in implementing construction, not promptly arranging enough financial resources, machinery, equipment, and human resources for the construction site, leading to slow progress.
Requires senior leaders of contractors to pay due attention, directly inspect and arrange leaders to directly manage the construction site, resolutely direct the construction organization, promptly supplement equipment, human resources, and materials (if necessary) to meet daily and weekly plans; organize rolling construction of roadbed and foundation, complete road surface construction to the point where the road surface is completed, complete curbs, ditches, reinforce slopes, and traffic safety systems to that point.
At the same time, arrange adequate means of transportation and material storage yards to gather and bring all aggregate materials, crushed stone, asphalt concrete production stone, and traffic safety systems to the construction site, to be completed before November 20, 2025, to organize the construction of the roadbed and foundation immediately after unloading.
The State Appraisal Department of Construction Quality periodically inspects the construction status and quality management of the Project, paying attention to checking quality management records and related legal procedures, closely coordinating with independent inspection consultants in inspection work to serve the assessment of construction quality, ensuring sufficient conditions for acceptance of completion and putting the main line of the Project into operation on December 19, 2025.
Department of Economics - Construction Investment Management: assign staff to regularly follow the site to evaluate the implementation status of the investor and other entities; review the site progress weekly, promptly handle any issues arising during the implementation process, advise the Ministry on matters beyond its authority, ensure the completion of the Project as planned; proactively request Project Management Board 7 to handle contractors who are behind schedule.
The Chi Thanh - Van Phong expressway component project through Dak Lak province has a total length of more than 48km. The starting point is at the Chi Thanh intersection (in Tuy An Bac commune), connecting with the Quy Nhon - Chi Thanh expressway. The ending point is at the intersection with National Highway 1 (in Hoa Xuan commune), connecting with the northern approach road of Deo Ca tunnel and the Van Phong - Nha Trang expressway.
The project has a total investment of nearly 11,000 billion VND, starting in early 2023 and completing in the fourth quarter of 2025.
