General Secretary To Lam: Turn cyberspace into a space of law, cooperation and development

(Chinhphu.vn) - The General Secretary believes that the signing ceremony of the Hanoi Convention will mark a new chapter in global cyber cooperation and governance, turning cyberspace into a space of law, cooperation and development.

On the evening of October 25, at the Party Central Committee Headquarters, General Secretary To Lam received heads of delegations from countries attending the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention) and the United Nations High-Level Conference on Cybercrime.

Also attending were: General Phan Van Giang, Politburo member, Minister of National Defense; General Luong Tam Quang, Politburo member, Minister of Public Security ; Le Hoai Trung, Secretary of the Party Central Committee, Minister of Foreign Affairs; Party Central Committee members, Party and State leaders, representatives of central departments, ministries and branches.

The signing ceremony of the Hanoi Convention was organized safely, thoughtfully and professionally.

At the reception, reporting to General Secretary To Lam and the Heads of Delegations on the results of the Hanoi Convention signing ceremony, General Luong Tam Quang, Minister of Public Security, said that in the capital city of Hanoi, witnessed by peace-loving people around the world, thousands of delegates representing 110 countries and international organizations, the signing ceremony of the United Nations Convention against Cybercrime took place successfully.

The signing ceremony was conducted solemnly, in accordance with international diplomatic protocol. With close and effective coordination between the United Nations Legal Office and the host country Vietnam, the signing ceremony was organized safely, thoughtfully, professionally, ensuring legality and solemnity, strongly demonstrating the prestige of the United Nations as well as the host country Vietnam.

Along with the Signing Ceremony, the Summit included an Official Discussion Session and a series of professional events with the participation of international organizations, United Nations agencies, research institutes, universities, technology enterprises and social organizations.

Representing the Heads of Delegation, Ms. Maria Jose Pinto Gonzalez Artigas, Vice President of Ecuador, expressed her gratitude to the United Nations for creating a space where trust can grow and differences can be narrowed; and also thanked Vietnam, the friendly and thoughtful host country.

The Vice President of Ecuador said that the United Nations Convention against Cybercrime is built on cooperation and understanding. Therefore, by signing this Convention, we commit to sharing expertise and jointly responding to cybercrime.

"Today's signatures are not the end of a process but the beginning of a long journey, which requires capacity building, strengthening institutions, educating young people and engaging the private sector and political and social organizations. Because cybersecurity is not only the work of the Government, but the responsibility of everyone and solidarity is the greatest shield," said the Vice President of Ecuador.

Preventing and combating cybercrime for peace, stability and sustainable development

At the reception, General Secretary To Lam emphasized that the participation of representatives of countries and international organizations at this globally significant event is a vivid demonstration of the spirit of international solidarity to jointly cope with a common challenge of humanity and also affirms the close friendship and cooperation between Vietnam and countries and peoples around the world.

The General Secretary stated that in the capital city of Hanoi, we have become historical witnesses to the beginning of a new global cooperation process in preventing and combating cybercrime. The General Secretary expressed pride that Hanoi was unanimously chosen by the United Nations members as the place to open the signing of the Convention, demonstrating the recognition of the United Nations members for Vietnam's contributions in preventing and combating cybercrime. More broadly, it is also the international community's appreciation of Vietnam's efforts in promoting world peace and security as well as Vietnam's role and position in the international arena.

“For Vietnam to have the prestige and international position it has today, it cannot do without the enthusiastic and generous accompaniment, support and assistance, both materially and spiritually, from the international community,” the General Secretary emphasized.

The General Secretary said that Vietnam has achieved many achievements in development, especially in foreign affairs, with a policy of independence, self-reliance, multilateralization and diversification of relations; affirmed that Vietnam consistently maintains the "4 no's" defense policy, with the basic principles of resolving international disputes by peaceful means, not threatening or using force in international relations. Vietnam also actively contributes to efforts to maintain international peace and security. Vietnam is also determined to improve its rankings in peace and security, including cyber security.

The General Secretary shared that we are witnessing profound and rapid changes in the world situation. The interweaving and resonant impact of strategic competition between major countries, the arms race, nuclear race, hot spots, local conflicts, territorial disputes, ethnic and religious conflicts, etc. continue to develop complicatedly in many regions. Non-traditional security challenges and the negative side of the scientific and technological revolution further increase the uncertainty and risks of the global security and development environment.

In that context, we are more strongly and fully aware of the value of peace and stability, of preserving and protecting the independence, sovereignty and territorial integrity of nations based on the fundamental principles of international law and the United Nations Charter.

The General Secretary affirmed that as an inseparable part of the international community, Vietnam is actively and proactively exploiting the development potential of cyberspace and technology associated with cyberspace.

In the coming time, Vietnam will continue to firmly adhere to the socialist goal and the path of innovation; continue to promote the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening and national pride"; expand and strengthen cooperative and partnership relations with countries around the world for the common goals of the times.

Vietnam hopes to continue to receive support, companionship and close cooperation from political parties, friends and peace-loving people around the world; together promoting the spirit of international solidarity to contribute to the building of world politics, the global economy and human civilization.

The General Secretary believes that the signing ceremony of the Hanoi Convention will mark a new chapter in global cyber cooperation and governance, turning cyberspace into a space of law, cooperation and development. Vietnam calls on countries to ratify the Convention soon so that it can come into effect.

Vietnam also pledges to work with countries and international organizations to promote cooperation in exploiting the potential of cyberspace as well as preventing and combating cybercrime, for peace, stability and sustainable development of nations and for a peaceful and happy life for all people in the world.
