The General Secretary stated that today, in Hanoi, we have become historical witnesses to the beginning of a new global cooperation process in preventing and combating cybercrime.
At the same time, he expressed pride that Hanoi city was unanimously chosen by the United Nations members as the place to open the signing of the Convention, demonstrating the recognition of the United Nations members for Vietnam's contributions in the fight against cybercrime. More broadly, it is also the international community's appreciation of Vietnam's efforts in promoting world peace and security as well as Vietnam's role and position in the international arena.
"For Vietnam to have the prestige and international position it has today, it cannot do without the enthusiastic and generous accompaniment, support and assistance, both materially and spiritually, from the international community," the General Secretary emphasized.
The General Secretary affirmed that Vietnam consistently maintains the "four no's" defense policy, with the basic principles of resolving international disputes by peaceful means, not threatening or using force in international relations.
Vietnam actively contributes to efforts to maintain international peace and security. Vietnam also drastically improves its rankings in peace and security, including cyber security.
The General Secretary shared that we are witnessing profound and rapid changes in the world situation. The interweaving and combined impact of strategic competition between major countries, the arms race, nuclear race, hot spots, local conflicts, territorial disputes, ethnic and religious conflicts, etc. continue to develop complicatedly in many regions.

Non-traditional security challenges and the negative side of the scientific and technological revolution further increase the uncertainty and risks of the global security and development environment.
In that context, we are more strongly and fully aware of the value of peace and stability, of preserving and protecting the independence, sovereignty and territorial integrity of nations based on the fundamental principles of international law and the United Nations Charter.
The General Secretary affirmed that as an inseparable part of the international community, Vietnam is actively and proactively exploiting the development potential of cyberspace and technology associated with cyberspace.
In the coming time, Vietnam will continue to firmly adhere to the socialist goal and the path of innovation; continue to promote the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening and national pride"; expand and strengthen cooperative and partnership relations with countries around the world for the common goals of the times.
Vietnam hopes to continue to receive support, companionship and close cooperation from political parties, friends and peace-loving people around the world; together promoting the spirit of international solidarity to contribute to the building of world politics, the global economy and human civilization.
The General Secretary believes that the signing ceremony of the Hanoi Convention will mark a new chapter in global cyber cooperation and governance, turning cyberspace into a space of law, cooperation and development. Vietnam calls on countries to ratify the Convention soon so that it can come into effect.
Vietnam also pledges to work with countries and international organizations to promote cooperation in exploiting the potential of cyberspace as well as preventing and combating cybercrime, for peace, stability and sustainable development of nations and for a peaceful and happy life for all people in the world.
