
Efforts to overcome difficulties
Yen Bai commune was established on the basis of three communes: Van Hoa, Yen Bai, and a part of Thach Hoa commune. When implementing the two-tiered local government model, the commune People's Committee focused on directing the review and completion of the commune's planning as a basis for implementing and promoting various industries in general and agricultural production in particular. This included applying high technology and transforming the structure of crops and livestock. Notably, the locality is strongly developing its dairy cattle herd, considering it a key product, while also promoting and introducing characteristic products such as Phu Yen tea and VietGAP-certified pomelo, combined with ecotourism and the preservation of ethnic culture…
Ms. Man Thi Thanh, a Muong ethnic woman from Bai village, recalled: “In the past, life was very difficult. We relied solely on a few acres of tea plants, raising chickens and pigs, and the income was meager. Sending our children to school far away was also a struggle. Since the local area developed ecotourism , many families in the village have participated in providing services, securing stable employment and earning around 10 million dong per month. Our lives have improved significantly.”
Not only focusing on tourism, the Muong people in Doi Moi village have also boldly developed dairy farming. This is a suitable direction for the natural conditions and has a stable market, thanks to which many families have become more prosperous. Currently, the village has more than 230 households, of which about 60% are Muong ethnic people. Ms. Ta Thi Nam, Head of the Women's Association of Doi Moi village, said: In recent years, dairy farming has helped people have a steady income, enough to cover living expenses, raise children and send them to school, and many households have even invested in more spacious barns and expanded their production scale.
With efforts to overcome difficulties, the People's Committee of the commune has focused on developing cooperative and private economic models, forming a chain of production and consumption of products, linking agriculture with eco-tourism and experiential tourism in the area. According to the Chairman of the People's Committee, Nguyen Van Tung, the commune has worked with tourism service companies and businesses in the area such as Thien Son - Suoi Nga, Khoang Xanh, and Tan Da tourist areas to promote tourism combined with farms, cooperatives, and businesses producing tea and pomelo.
According to Mr. Nguyen Van Tung, Yen Bai is a mountainous commune where 46% of the population are ethnic minorities, and their income still heavily depends on agriculture. Therefore, improving the lives of the people is a major challenge, requiring the synchronized involvement of the entire political system in the next term. Initially, the commune People's Committee has focused on leading, directing, and encouraging the development of diverse industries, building OCOP products, expanding raw material areas, developing dairy farming, fruit tree cultivation, and simultaneously promoting services, trade, and ecotourism. Businesses and cooperatives are connected to ensure product distribution, helping people stabilize output and expand production scale.
The people are the main actors in building new rural areas.
With its hilly and mountainous terrain interspersed with midland areas, the local economy is primarily based on agricultural production. According to the Chairman of the People's Committee of the commune, Nguyen Van Tung, although it is the second largest commune in the city, its natural land area is mainly forest land, with uneven terrain consisting of steep hills and midland areas, resulting in small, fragmented agricultural production. Consolidating land for large-scale production is very difficult, and this is one of the major obstacles facing the locality.
The Standing Committee of the Party Committee and the People's Committee of Yen Bai commune have identified the construction of new rural areas as one of the key and continuous tasks, with the synchronized participation of the entire political system and the consensus of the people. As a result, the People's Committee of Yen Bai commune has now completed all criteria and achieved the goal of becoming a new rural area, contributing to the completion of Hanoi's new rural area construction task in 2024.
To date, 100% of the villages in the commune have had new cultural centers built; the infrastructure system including transportation, irrigation, electricity, schools, and health stations has been invested in, renovated, and newly constructed synchronously. The rural environment has improved significantly, the lives of the people have been raised, and there are currently no poor households or temporary or dilapidated houses in the commune. The entire commune has 49 OCOP products achieving 3-4 stars, and dozens of kilometers of rural roads have been paved, equipped with lighting and security cameras.
In addition, the People's Committee of the commune has maintained the "Bright - Green - Clean - Beautiful" movement, organizing weekly general cleaning campaigns of village roads and alleys with the participation of all 22 villages. Residents have unanimously donated hundreds of square meters of land to expand roads. During the infrastructure investment process, residents not only contributed labor and materials but also directly supervised the quality of the construction, contributing to increased transparency and efficiency.
To promote the role of the people in the construction of new rural areas, the People's Committee of Yen Bai commune also regularly disseminates information through the public address system, fanpage, and Zalo groups to encourage and motivate the people to work together to build a green, clean, and beautiful living environment, preserve cultural traditions, and develop society. "Today's results are the result of the joint efforts of the entire people and society. The people themselves are the center and the main actors of the new rural development movement," Mr. Nguyen Van Tung shared.
With the goal of "New Rural Area - Green Agriculture - Livable Rural Area," Yen Bai commune aims to complete the advanced new rural area program by 2030, moving towards a modern rural area with green agriculture, sustainable ecological environment, synchronized infrastructure, civilized living standards, and ensuring 100% of main rural roads have street lighting systems. "This is not just a goal, but a commitment of the government and people of Yen Bai in the journey of building a livable homeland in the heart of the capital," affirmed Nguyen Van Tung, Chairman of the People's Committee of Yen Bai commune.
