
Efforts to overcome difficulties
Yen Bai commune was established on the basis of 3 communes: Van Hoa, Yen Bai and part of Thach Hoa commune. When implementing the 2-level local government model, the People's Committee of the commune focused on directing the review and completion of the commune planning as a basis for implementation, promoting industries in general and agricultural production in particular. Applying high technology, transforming the structure of crops and livestock. In particular, the locality is strongly developing dairy cows, considering this as a key product, while promoting and introducing typical products such as Phu Yen tea and VietGAP grapefruit, combined with eco-tourism, preserving ethnic culture...
Ms. Man Thi Thanh, a Muong ethnic in Bai village, recalls: “In the past, life was very difficult. All year round, we only relied on a few fields of tea, raised chickens and pigs, and the income was not much. It was also difficult for our children to go to school far away. Since the locality developed eco- tourism , many families in the village have participated in the service industry, have stable jobs, and earn about 10 million VND per month, and their lives have improved significantly.”
Not only stopping at tourism, Muong people in Doi Moi village also boldly develop dairy farming. This is a direction suitable for natural conditions, and has a stable consumption market, thanks to which many families have become well-off. Currently, the village has more than 230 households, of which about 60% are Muong ethnic people. Ms. Ta Thi Nam, Head of the Women's Association of Doi Moi village, said: In recent years, dairy farming has helped people have a steady income, enough to cover living expenses, raise children to study, and many households have even invested in more spacious barns and expanded production scale.
With efforts to overcome difficulties, in recent times, the Commune People's Committee has focused on developing cooperative economic models, private economy, forming production and consumption chains, linking agriculture with eco-tourism and experiences in the area. Chairman of the Commune People's Committee Nguyen Van Tung said: the commune has worked with companies and tourism service businesses in the area such as Thien Son - Suoi Nga tourist area, Khoang Xanh, Tan Da ... to promote tourism combined with farms, cooperatives, tea and grapefruit production businesses.
According to Mr. Nguyen Van Tung, Yen Bai is a mountainous commune, in which 46% of the population are ethnic minorities, and income still depends heavily on agriculture. Therefore, improving people's lives is a big challenge, requiring the synchronous participation of the entire political system in the next term. Initially, the Commune People's Committee has focused on leading, directing, and encouraging the development of diverse industries, building OCOP products, expanding raw material areas, developing dairy farming, growing fruit trees, and promoting services, trade and eco-tourism. Enterprises and cooperatives are connected to consume products, helping people stabilize output and expand production scale.
People are the subject of new rural construction.
With mountainous terrain mixed with midlands, economic development mainly relies on agricultural production. Chairman of the People's Committee Nguyen Van Tung said that although it is the second largest commune in the city, the natural land area of the commune is mainly forest land, the terrain is uneven, steep hills mixed with midlands, so the production areas are small and fragmented. Accumulating land to develop large-scale production is very difficult, this is one of the major obstacles of the locality.
The Standing Committee of the Party Committee and the People's Committee of Yen Bai commune identified the construction of new rural areas in the area as one of the key and continuous tasks with the synchronous participation of the entire political system and the consensus of the people. Thanks to that, up to now, the People's Committee of Yen Bai commune has completed all the criteria and reached the New Rural destination, contributing to the completion of the task of building new rural areas of Hanoi city in 2024.
Up to now, 100% of the villages in the commune have built new cultural houses; the infrastructure system of transportation, irrigation, electricity, schools, and stations have all been invested in, renovated, and newly built synchronously. The rural environment has been significantly improved, people's lives have been raised, and there are no poor households, no temporary houses, or dilapidated houses in the commune. The whole commune has 49 OCOP products with 3-4 stars, dozens of kilometers of rural roads have been hardened, and lighting and security cameras have been installed.
In addition, the Commune People's Committee has maintained the "Bright - Green - Clean - Beautiful" movement, organizing a general cleaning of village roads and alleys every week with the participation of 22/22 villages. People unanimously donated hundreds of square meters of land to widen the road. During the infrastructure investment process, people not only contributed labor and materials but also directly supervised the quality of the project, contributing to increasing transparency and efficiency of use.
To promote the role of the people in the work of building new rural areas, the People's Committee of Yen Bai commune also regularly propagates on the loudspeaker system, fanpage and Zalo groups to encourage and motivate the spirit of solidarity and unanimity of the people to join hands to build a green, clean and beautiful living environment, preserve cultural lifestyle and develop society. "Today's results are the joint efforts and contributions of the whole people and the whole society. The people are the center and the subject of the new rural construction movement," Mr. Nguyen Van Tung shared.
With the goal of “New rural area - Green agriculture - Livable rural area”, Yen Bai commune aims to complete the new advanced rural area by 2030, moving towards a modern new rural area with green agriculture, sustainable ecological environment, synchronous infrastructure, civilized life and ensuring 100% of main rural traffic routes have lighting systems. “This is not only a goal, but also a commitment of the government and people of Yen Bai in the journey of building a livable homeland in the heart of the capital,” affirmed Chairman of the People's Committee Nguyen Van Tung.
