Increasing investment resources for the environment

In recent years, environmental protection work in the province has had many positive and comprehensive changes. Plans and regulations for implementing the Law on Environmental Protection 2020 have been issued strictly and synchronously.

According to the Department of Agriculture and Environment of the province, in the period of 2021 - 2025, Lam Dong has spent more than 2,191 billion VND on environmental causes, accounting for 2.78% of total regular expenditure. The whole province has 44 waste collection and treatment units and 13 large-scale waste treatment plants that have been or will be put into operation. The rate of household waste collection reaches 95%; 100% of key industrial zones have standard wastewater treatment systems. Community movements such as "Green Sunday", "Garbage-free village", "5 no, 3 clean family" are widely deployed, contributing to raising awareness of environmental protection. Along with that, the province promotes the circular economic model, recycling agricultural by-products, developing renewable energy and digital transformation in management and operation, towards the goal of reducing emissions and using resources effectively.

According to Mr. Ton Thien San - Director of the Provincial Department of Agriculture and Environment, in addition to the achieved results, Lam Dong entering a new phase also faces many difficulties and great challenges. Climate change is increasingly having a strong impact with prolonged droughts, extreme rains, flash floods and crop pests increasing in frequency and intensity. Along with that, environmental pressure is increasing. Every year, Lam Dong generates about 4.8 million tons of agricultural by-products, but only 68.7% is reused; the rest causes waste of resources and risks of soil, water and air pollution. Meanwhile, mechanisms and policies to support green agriculture, circular economy and emission reduction are still scattered, not strong enough to encourage businesses and farmers to invest long-term in green technology.

“Green shield” for sustainable environment

Faced with that reality, the provincial agriculture and environment sector has implemented many solutions to achieve the goal of "Developing green agriculture, effectively managing resources and protecting the environment in the period of 2025 - 2030". According to this orientation, Lam Dong continues to restructure agriculture in a green direction, applying high technology and developing a circular economy.

The province aims to increase the area of high-tech agriculture from the current 107,000 hectares to more than 150,000 hectares by 2030; at the same time, reorganize production according to a closed value chain from production, processing to consumption, striving to have 70% of key agricultural products deeply processed by 2030.

The province promotes the application of digital science and technology, automation, water-saving irrigation and smart sensors, helping to reduce 20-30% of irrigation water, 25% of agricultural materials and greenhouse gas emissions. At the same time, develop green OCOP products, low-carbon agriculture to serve export markets, especially markets requiring high environmental standards and traceability. Mobilize social resources, expand international cooperation on the environment; encourage businesses to invest in recycling, waste treatment, converting waste into energy, developing organic agriculture and carbon credits.

At the same time, the province promotes propaganda, education and mobilizes the community to participate in environmental protection. At the same time, it strengthens the dissemination of laws, guides on waste classification, water and energy saving, contributing to the formation of a green lifestyle and a sense of environmental responsibility in the whole society.

Mr. Ton Thien San affirmed that with the high determination and consensus of all levels and sectors, each group of solutions implemented is a "green shield" in environmental protection. Thereby, contributing to realizing the goals of the Resolution of the 1st Provincial Party Congress, term 2025 - 2030.

By 2030, Lam Dong will invest in and upgrade centralized wastewater treatment systems in industrial parks and large urban areas, ensuring that 100% of wastewater meets standards, 65-70% is treated and reused. The province will organize waste classification at source, improve treatment capacity, and strive to treat over 95% of urban waste and 90% of rural waste. At the same time, it will promote a circular economy, recycle 100% of agricultural by-products, develop renewable energy, environmentally friendly materials and reduce greenhouse gas emissions. The province also applies digital environmental licenses and automatic monitoring to improve transparency, efficiency in monitoring and forecasting pollution.
