Adjusting urban and rural planning to meet new requirements

In the context of the Law on Urban and Rural Planning 2024 officially taking effect, Lam Dong province is determined to comprehensively restructure urban and rural planning. The goal is to meet the requirements of sustainable, effective development and in accordance with the new situation of the locality.

Prioritize functional areas to promote potential

In early October, the Provincial People's Committee had a working session with the Department of Construction to listen to and give instructions on the plan to comprehensively review urban and rural planning. Accordingly, the province set a task for the construction industry to review and implement urban, rural planning, and zoning planning in a synchronous manner to create a solid foundation for the next steps, meeting the development requirements of the province in the new situation.

Mr. Le Ngoc Tien - Director of the Department of Construction said that the department has closely coordinated with departments, branches, sectors and localities to review, evaluate and guide optimal solutions, ensuring the feasibility and effectiveness of the plans. This smooth coordination is the key factor to ensure that the plans are implemented synchronously and achieve the best results.

One of the province's top priorities is to adjust the overall Master Plan of Da Lat City (old) and its surrounding areas to 2045. This plan is not only strategic but also shapes the future of the entire Da Lat area. To speed up progress and improve quality, the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with departments, branches, sectors and localities to review, evaluate and select the optimal plan to implement the overall adjustment project of the Master Plan of Da Lat City and its surrounding areas to 2045 in the next phase, avoiding waste and overlap.

Not only focusing on Da Lat, the province is also implementing the general urban planning for 6 adjacent wards (Tien Thanh, Binh Thuan , Phan Thiet, Phu Thuy, Ham Thang, Mui Ne) and 2 other adjacent wards (Phuoc Hoi, La Gi). The Provincial People's Committee has assigned the Construction Investment Project Management Board No. 2 to organize the planning task, in order to create a harmonious and connected urban space, meeting the socio-economic development needs of the area.

The province also focuses on planning functional areas, especially key tourist areas. For Tuyen Lam Lake National Tourist Area, the province is considering adjusting the construction planning to suit the new situation, and at the same time assigning the Tuyen Lam Lake National Tourist Area Management Board to review and adjust the planning task dossier.

The Sa Pung Mountain - Bao Loc Tourism Area Zoning Project is facing some difficulties due to overlapping mineral planning issues. The province is making efforts to resolve these issues to soon implement the project and exploit the tourism potential of the area.

Innovation in rural planning

Regarding rural planning, the province is reviewing and studying the adjustment of previously approved general construction plans for communes, and is also seeking guidance from the Ministry of Construction on the establishment of new general plans for communes after the rearrangement. The Provincial People's Committee has assigned the People's Committees at the commune level to continue to proactively review urban and rural plans and architectural management regulations according to the management area to implement or propose to establish and adjust according to regulations, ensuring compliance with the actual situation and socio-economic development needs of the locality.

The Department of Construction has proactively advised the Provincial People's Committee to issue many documents directing and guiding departments, branches and localities to implement the Law on Urban and Rural Planning 2024. At the same time, the Department has also strengthened the inspection, supervision and urging of units to implement planning in accordance with the provisions of law.

However, the planning implementation process has also encountered many difficulties and obstacles. Some planning projects are behind schedule due to lack of capital, lack of human resources or legal procedures. With synchronous efforts and solutions, Lam Dong is gradually realizing the goal of sustainable urban and rural development; contributing to promoting the socio-economic development of the province in the new period.
