
Progress has not been achieved due to lack of space
Mui Ne is known for its hundreds of resorts located along the peaceful coastline. Near the coast are basket boats and fishing boats of fishermen anchored every evening, creating a shimmering scene that attracts millions of tourists.
Besides the beautiful sea, Mui Ne also has Hon Rom, Doi Hong serving tourists sand sliding, or Suoi Tien with its wild beauty that makes tourists stunned to visit and stay for a long time. To get to Mui Ne, tourists often go to Phan Thiet, then follow Thu Khoa Huan or Hung Vuong route connecting to Nguyen Thong, Vo Nguyen Giap (DT706) or Nguyen Dinh Chieu and Huynh Thuc Khang streets.
Previously, when there was no Vo Nguyen Giap route, Nguyen Dinh Chieu Street connecting Huynh Thuc Khang Street was the "backbone" route located in the center of the "capital" of resorts, because the route was "split in two" by the sand dunes and the beach. The route with shady coconut rows on both sides, is very typical of Mui Ne. As tourism accelerated, the number of tourists coming to Mui Ne increased, Nguyen Dinh Chieu and Huynh Thuc Khang Streets were overloaded, and seriously degraded. Therefore, the People's Committee of Binh Thuan Province (old) approved the project to upgrade and repair Nguyen Dinh Chieu Street and Huynh Thuc Khang Street.
The project to repair and upgrade Nguyen Dinh Chieu and Huynh Thuc Khang streets has a total length of 4.8 km, a roadbed width of 9 m, with a rainwater drainage system, a wastewater drainage system, lighting and trees. The total investment of the project is more than 309 billion VND, with a planned capital of nearly 142 billion VND in 2025. The project started on December 23, 2024, and will be completed on December 18, 2025 according to the contract.

The project has a total land acquisition area of about 85,985.4 m2 , with 399 land acquisition notices, including 383 households, individuals, 14 organizations, and 2 state organizations. Up to now, Mui Ne Ward People's Committee has approved the compensation plan for 330/483 files, reaching 68.11%; 153 files are still being implemented. 260/330 files have been paid, reaching 60.38%. 70 files have not been paid (of which 68 files have been invited but households have not yet received the money, Branch No. 1 of the Land Fund Development Center (PTQD) has sent a document requesting the locality to invite and mobilize to receive the money; the remaining 2 files have just been approved, and are in the process of inviting to receive the money). Currently, 153 files have not yet had their compensation plan approved.
Up to now, the construction units have completed about 1,909/9,153 m of rainwater and wastewater drainage systems; and widened the roadbed on one side by about 1,850 m. Up to this point, the value achieved is about 17% of the contract value. The project has only disbursed 48.4 billion VND, reaching 34.18% of the plan.
According to the joint venture contractor currently constructing the project, due to lack of land, the construction unit encountered many difficulties. According to the process, the sea side needs to be constructed first and then the hill side, but because of the land available, the process was reversed, causing the contractor's cost to increase compared to the original estimate...
Need to be more drastic in site clearance
During the dialogue with the people about land clearance organized by Mui Ne ward at the end of October 2025, many households complained about not clearing the land on both sides of the road, but only taking the land towards the sea.
Mr. Tran Hai Anh - Vice Chairman of Mui Ne Ward People's Committee said: There are about 49 households who disagree with the policy of reclaiming land that is offset towards the sea according to the approved planning road centerline. They request that the land be reclaimed equally on both sides of the hill and the sea from the existing road centerline and have submitted petitions to the Provincial People's Committee, Phan Thiet City People's Committee (formerly), and Ham Tien Ward People's Committee (formerly). Although there has been a written response to the petition and the organization has invited households for dialogue 3 times, however, the households have not agreed.
In addition, some households have petitioned that the land from the 1.5m sidewalk boundary to the boundary of the land plot they are using will not be compensated (returning the land to the owner under state management). The petition has been sent to the local authorities but has not been resolved yet. Therefore, these households do not agree to approve the draft compensation plan or have had the compensation plan approved but do not agree to receive money (68 households) to hand over the land.
According to Mr. Tran Hai Anh, in carrying out the compensation work in the past time, the People's Committee of Mui Ne Ward and Branch of the PTQD Center No. 1 have made efforts to achieve the above results. However, the progress of implementation is still slow, while the remaining time is short but the number of documents is still quite large...
On November 20, Vice Chairman of the Provincial People's Committee Nguyen Minh inspected the actual construction of Nguyen Dinh Chieu Street and Huynh Thuc Khang Street. After checking and listening to reports from the sectors, the Vice Chairman of the Provincial People's Committee directed: The Department of Construction should promptly issue a document guiding the addition of unit prices for assets and structures that do not have unit prices. The Department of Agriculture and Environment should issue a document guiding and determining the equivalent value of crops and livestock that do not have unit prices to apply for compensation calculation according to the request of the Provincial Development Center.
Branch of the No. 1 PTQD Center shall promptly submit to the Mui Ne Ward Compensation, Support and Resettlement Council a meeting to consider the files that have been examined by the People's Committee of Mui Ne Ward for the legality of land origin. Continue to synthesize and transfer the files that have been counted to the locality to determine the land origin; urgently continue to count the remaining files...
The People's Committee of Mui Ne Ward organized to mobilize and persuade households whose compensation plans were approved to receive compensation and hand over the site as requested by Branch of the 1st Provincial Development Center. Propaganda and mobilization to explain related to the request to recover land must be taken equally on both sides (hill and sea) but if there is no consensus, then proceed to the next step according to regulations. Units must complete before December 11, 2025 to complete the assigned capital disbursement target for 2025...
