Chairman of Ninh Binh Provincial People's Committee Tran Huy Tuan has just signed a document to send to the Prime Minister and the Ministry of Construction for consideration and decision to add Ninh Binh International Airport to the Master Plan of the national airport system for the 2021-2030 period, with a vision to 2050.
After Minister of Construction Tran Hong Minh had a working session with leaders of Ninh Binh province about the project, Ninh Binh Provincial People's Committee organized a survey and established a Project to study the possibility of forming Ninh Binh International Airport to assess the necessity, ability, conditions for formation, propose the location, scale and capacity of Ninh Binh International Airport...; from there, there is a basis to make a report for the Ministry of Construction to consider and submit to the Prime Minister to decide to add Ninh Binh International Airport to the Master Plan for the development of the national aviation and airport system in the period of 2021-2030, with a vision to 2050.

Ninh Binh International Airport was studied at 5 locations in the province, in which the proposed location is located in the communes: Binh Luc, Binh My and Liem Tuyen ward; about 7 km from Phu Ly ward, about 21 km from Nam Dinh ward, about 30 km from the current center of Ninh Binh province, about 19 km from Tam Chuc pagoda tourist area, about 30 km from Bai Dinh - Trang An tourist area, about 15 km from the center of Hung Yen province.
Take-off and landing direction is Northwest - Southeast (with runway 1 3,800 m long, runway 2 3,200 m long); planning area is about 664 ha (including 460 ha of airport area, 189 ha of civil aviation land, 15 ha of military land and 1 ha of VOR/DME station land).
The project implementation period is expected to be from 2027, and put into operation and exploitation by 2029. The scale and design capacity of Ninh Binh International Airport are researched and designed according to ICAO level 4E standards, a level I military airport. The total investment is about 23,216 billion VND, including site clearance costs and excluding loan interest. The expected payback period is about 27 years.
Ninh Binh Provincial People's Committee expects that the Ninh Binh International Airport Project will be invested and constructed to create economic development space for the Southern Red River Delta region in general and Ninh Binh province in particular, contributing to the formation of urban areas, economic zones, industrial parks, tourism, services, effectively exploiting land funds, creating new momentum to shift the economic structure of the region, connecting key economic zones. In addition, if the project can be implemented under the PPP method, all operating, maintenance and exploitation costs during the project life cycle will be carried out by the investor, helping to save resources and the state management apparatus.
Pursuant to the direction of the Prime Minister in Decision No. 648 dated June 7, 2023, Ninh Binh province develops a financial plan based on the principle of mobilizing maximum non-budgetary capital sources for investment under the PPP method with a structure that ensures conditions for calling for investment.
Specifically: by 2030, state budget capital (central and local) will account for about 45.25% (about 6,776 billion VND), investor capital will account for 54.75% (about 8,198 billion VND). From 2031 to 2050: state budget capital will account for 2.8% (about 229 billion VND), investor capital will account for 97.2% (about 8,013 billion VND).
