Removing difficulties, promoting investment in transport infrastructure

In the context of the strong development of the Southern Key Economic Zone, Tay Ninh is facing great opportunities when a series of key transport projects are deployed. However, along with expectations, many issues in the construction process are also of concern to voters, especially the drainage system, connecting residential roads as well as the progress of implementation of many projects.

Driving force from key transport projects

After the administrative unit arrangement, Tay Ninh manages more than 17,000km of roads from the provincial to the communal level. In particular, many projects of national importance are being implemented synchronously. The most prominent is Component Project 7 of Ho Chi Minh City Ring Road 3. Although the section passing through Tay Ninh is less than 7km long, it holds a strategic position in connecting the province with Ho Chi Minh City and the seaport system, creating an open direction for industrial parks and clusters in the province to reach out to major logistics centers.

Along with that, the Ho Chi Minh City - Moc Bai expressway is considered the "lifeline" of the Tay Ninh border area. The route not only helps reduce the pressure on National Highway 22 - which has been overloaded for many years, but also strongly promotes the border economy , connecting trade between Vietnam and Cambodia.

Along with national projects, Tay Ninh also focuses resources on intra-provincial projects such as Provincial Road (DT) 823D, DT830E, inter-route N8 - 787B - 789, Cach Mang Thang Tam Street, Truong Chinh Street... These are important traffic axes contributing to the completion of the transportation network, connecting residential areas, industrial parks and improving the capacity of goods circulation.

Although the construction progress is basically good, in many localities, voters still reflect on some shortcomings in the implementation process. These issues are directly related to people's lives such as drainage, residential intersections or site clearance progress.

In An Tinh ward, voter Phan Van Phuc expressed his opinion about the limitations in the drainage system of route N8. According to him, the section from National Highway 22 to Gate C of Linh Trung Export Processing Zone was only expanded by the construction unit, replaced with manhole covers but did not clean or replace the old sewer. This caused the water to not drain in time during the recent rainy season, leading to local flooding.

Sharing the same view, Mr. Nguyen Thanh Cao Tri - Deputy Head of the Economic, Infrastructure and Urban Department of An Tinh Ward, also said that the locality has repeatedly requested the construction unit to speed up the progress and connect the drainage system to the main route to ensure traffic and avoid flooding during heavy rains.

Not only N8 route but also in many other projects such as DT787B - 789, Truong Hoa - Cha La road, Dat Set - Ben Cui road, voters also reported that the drainage system on both sides of the road has not been invested synchronously. This causes some areas to be frequently flooded, affecting people's daily life and production.

Responding to these reflections, Mr. Truong Van De - Director of the Provincial Construction Investment Project Management Board, said: During the recent construction period of DT787B - 789, some sections have been designed with drainage systems. However, in some sections, based on voters' opinions, the Project Management Board has also coordinated with local authorities and some departments and branches to conduct field inspections and found that the voters' reflections are correct. We have completed the design documents to conduct additional bidding.

As for DT789, the previous voters' opinions were not included in the project design documents. Therefore, we have also completed the documents and submitted them to the competent authority to adjust the project documents as well as add drainage items to the project, resolving the voters' opinions and recommendations, ensuring no flooding in the future."

Need to speed up construction progress

Another issue that many voters are concerned about is the connection between residential roads and traffic routes under construction, especially at the DT787B project. At the voter meetings and in the Provincial People's Council's monitoring program last November, many opinions were raised about the unsuitability of some intersections, causing difficulties for people in traveling.

Mr. Truong Van De informed that the basic residential roads have been calculated in the design documents. However, depending on the actual clearance scope, the Provincial Construction Investment Project Management Board will require the contractor to continue completing the connecting residential roads, ensuring the most convenience for the people when the project is put into use.

In many localities, voters reported that the prolonged construction has affected people's lives and businesses. Mr. Cao Hoai Hiem (living in An Tinh ward) said: "The delay in construction has affected travel, business and reduced the income of many households. I request the construction unit to speed up, carry out the construction neatly, and minimize the impact on people's lives."

In Ninh Thanh ward - where two important projects are being implemented, DT784C and Truong Chinh street, when the project is implemented, people completely agree with the road construction policy, compensation price and are ready to hand over the site so that the construction unit can complete the project on schedule.

“We have been informed of the road boundary and compensation price for a long time, and the people completely agree with this. However, when the project has started, the people want the construction process to take place quickly so that it can be put into use soon,” said Mr. Ho Van Ghe, a voter of Ninh Thanh ward.

According to Mr. Truong Van De, some projects such as DT787B, 789, 784C and Truong Chinh Street have been behind schedule compared to requirements. The province has directed strongly, coordinated the volume for many subcontractors, only retaining the work suitable to the capacity of the main contractor. In the coming time, the province will continue to urge and resolutely handle construction units that do not ensure progress according to the contract.

Although there are still many difficulties such as problems with site clearance, lack of investment resources or slow resettlement handover, it cannot be denied that the ongoing transport projects will create a big turning point for Tay Ninh.

A complete transport system not only helps people travel more conveniently but also reduces logistics costs, increases the competitiveness of goods, attracts investors, and expands the space for industrial - commercial - service - tourism development. At the same time, this is also an important foundation to promote the role of Tay Ninh in the economic corridor connecting Ho Chi Minh City with Cambodia and the ASEAN region.

From the voters' accurate feedback and the participation of the authorities, Tay Ninh is making efforts to complete each item in a synchronous, effective and sustainable manner. The people's trust in the daily changes of the transport infrastructure is the driving force for the government and construction units to continue to speed up the progress, improve the quality of the works, and soon realize the expectation of a dynamic Tay Ninh, with strong connections and breakthrough development in the coming years./.
