Implementing the Central Government's direction on the arrangement of public service units in the education sector, and at the same time implementing the professional instructions of the Ministry of Education and Training (MOET) on the arrangement and organization of preschool, general education and continuing education facilities, Khanh Hoa province is urgently reviewing and developing plans suitable to actual conditions. Reporters of Khanh Hoa Newspaper, Radio and Television interviewed Mr. Le Dinh Thuan - Deputy Director in charge of the Department of Education and Training on this issue.

- Can you tell us how the arrangement of educational facilities in the province is being carried out?

- Based on the proposal of the Department of Education and Training and the Department of Home Affairs, the Provincial People's Committee has compiled and submitted to the Standing Committee of the Provincial Party Committee a plan to orient the arrangement of public service units and organizations within state administrative agencies. Accordingly, basically maintain the existing high schools, junior high schools, primary schools, inter-level schools, and public kindergartens; propose to arrange and adjust if necessary in a convenient direction to serve the needs of people and students. For mountainous, highland, and ethnic minority areas, continue to review and arrange separate school locations to focus on forming boarding and semi-boarding schools for ethnic students at the commune or inter-commune centers. Along with that, arrange in a streamlined direction, reduce focal points, and improve the quality of operations according to the plan: Merge vocational education centers and continuing education centers into vocational training centers equivalent to high school level under the Department of Education and Training to provide public services in inter-ward and commune areas; In the province, there are no more than 3 vocational schools to train skilled workers to serve socio-economic development and attract local investment (not including schools that are self-sufficient in regular expenditure or more).

The objective of the above arrangement is to enhance the effectiveness and efficiency of state management in the field of education; to allocate and use resources reasonably in terms of facilities, finance, teaching staff, management staff and to ensure the right to education of children, especially in remote areas, areas with particularly difficult socio-economic conditions, ethnic minority and mountainous areas. At the same time, to prevent children, students and trainees from dropping out of school due to the difficulty of distance to school.

- In the process of implementing the arrangement of educational facilities, what principles and criteria does the province apply to suit reality and ensure the rights of learners, sir?

- Based on the direction and guidance of the Provincial People's Committee, currently, the Department of Education and Training and the People's Committees of communes, wards and special zones are reviewing the scale of schools and classes to develop a plan to arrange preschool and general education facilities in the area. The principle is to comply with current regulations on school and class size, facility standards, teacher quotas; linked to planning, population size, population density and geographical conditions; properly implement standards and criteria according to regulations for preschool, general education and continuing education. In addition, ensure that there is no reduction in access to education and safety and convenience in the process of going to school for children, students and trainees; do not merge if the geographical distance between the place of residence and the school is too far or the traffic conditions are not suitable; meet the requirements for universal education and compulsory education. On the other hand, do not merge preschools with general schools; do not merge continuing education facilities with general schools; The arrangement of continuing education facilities must be suitable to the lifelong learning needs of local people; ensuring the principles of democracy, publicity and transparency in the organization and implementation process.

- Can you tell us the roadmap for implementing the arrangement of educational facilities in the province?

- The Ministry of Education and Training has just sent a document to the People's Committees of provinces and cities on the implementation of Conclusion No. 221, dated November 28, 2025 of the Politburo and the Secretariat on the situation and performance of the political system and local government apparatus at two levels. Accordingly, the arrangement of preschool, general education and continuing education facilities must be completed before December 31, 2025. During the arrangement process, the Department of Education and Training will inspect, monitor, urge and direct the removal of difficulties and obstacles to stabilize teaching and learning activities. At the same time, there will be a comprehensive assessment of each arrangement plan to select or adjust a suitable and feasible roadmap.
