Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting (NCHMF), commented: "On October 23, storm No. 12 will make landfall in the area from Da Nang to Quang Ngai, with winds reaching level 6, gusting to level 8, then weakening into a tropical depression on land. The storm's circulation combined with cold air and East wind disturbances will cause widespread heavy rain in the provinces from Ha Tinh to Quang Ngai."

From the night of October 22 to October 26, heavy rain will continue. Total rainfall from Ha Tinh to Northern Quang Tri and Quang Ngai is about 200-400mm, locally over 500mm; the focus is on the area from Southern Quang Tri to Da Nang City, commonly 500-700mm, locally over 900mm. Heavy rain in the Central region is likely to last until the end of October. Prolonged heavy rain can cause flash floods, landslides in mountainous areas, deep flooding in low-lying and urban areas.
"Although the storm weakens quickly after reaching the shore, the circulation combined with cold air will cause widespread rain and flooding that will last until the end of October. The interaction between the storm circulation, cold air and easterly winds will cause heavy rain in a wide area in the Central region. In other words, cold air reduces the storm's wind strength but increases the risk of rain and flooding, especially in the provinces from Quang Tri to Quang Ngai ," Mr. Lam emphasized.
Due to the impact of storms and rains, from October 23 to 30, a major flood will occur on rivers from Quang Tri to Quang Ngai, with peak water levels reaching or exceeding alert level 3, causing deep and widespread flooding, along with a high risk of flash floods and landslides. The disaster risk level is forecast at level 3.
"People in the Central region, especially the provinces from Ha Tinh to Quang Ngai, need to proactively prepare plans to prevent heavy rain, flooding and landslides, ensuring the safety of people and property. Localities need to pay attention to the safe operation of hydroelectric and irrigation reservoirs before, during and after the storm, and prepare plans to respond to flood scenarios on rivers from Quang Tri to Quang Ngai that may reach alert level 3 and exceed alert level 3," Mr. Hoang Phuc Lam noted.
