Multidimensional poverty rate to decrease to 1.3% by 2025

During the 2021-2025 period, the multidimensional poverty rate will decrease from 4.4% in 2021 to 1.3% in 2025, equivalent to a decrease of 3.1% in 5 years.

According to this Report, recently, policies for meritorious people, social security, and poverty reduction have been comprehensively implemented and achieved many outstanding results with the spirit of "leaving no one behind".

In the 2021-2025 period, 1.1 million billion VND was spent on social security (accounting for 17% of total state budget expenditure), supporting nearly 700 thousand tons of rice for people in difficulty; expanding regular assistance to more than 3.5 million meritorious people and disadvantaged people....

Along with that, the average monthly income of workers increased from 5.5 million VND in 2020 to 8.3 million VND in 2025. The basic goal of eliminating temporary and dilapidated houses was completed 5 years and 4 months early with more than 334,000 houses. Construction of 633,000 social houses was implemented, striving to complete 100,000 houses in 2025.

The Vietnam Bank for Social Policies has lent more than 10.6 million poor and near-poor households and policy beneficiaries VND517 trillion, of which VND22.1 trillion is for people borrowing to buy social housing.

Previously, the Ministry of Agriculture and Environment informed that the results of the implementation of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period showed that by the end of 2024, the poverty rate nationwide will be 1.93%, down 3.27% compared to the end of 2022, corresponding to an average decrease of 1.03% per year.

Along with that, 35.2% of the particularly difficult communes in the coastal and island areas have escaped the difficult situation, exceeding the set target of 30%. The stunting malnutrition situation in children under 16 years old has had a positive change, decreasing to 25.4%, significantly lower than the target of 34%.

In particular, the Program has deployed more than 10,500 livelihood models, far exceeding the initial target of 1,000 models, demonstrating great efforts in creating livelihoods for people. More than 134,000 workers from poor, near-poor and newly escaped poverty households have been successfully connected to job opportunities, exceeding the set target of at least 100,000 workers.

In the Guidelines for implementing the Peak Month "For the Poor" in 2025, the Central Committee of the Vietnam Fatherland Front stated that the implementation of this activity focuses on propaganda to raise awareness and responsibility of all levels, sectors, businesses, organizations and individuals to join in helping the poor and poor communities; supporting the "For the Poor" Fund at all levels and social security programs, contributing to the emulation movement "For the poor - No one is left behind" and the program to mobilize support for building schools for border communes.

Along with that, it is necessary to organize and implement programs, events and activities suitable to the conditions and actual situation in the locality to call for and mobilize resources to help the poor, near-poor, people in especially difficult circumstances, poor communities, prioritizing areas damaged by storms and floods, remote areas, border areas and islands.

Referring to the organization of forms of mobilization and assistance to the poor through organizing activities and events to call for and mobilize support for the "For the Poor" Fund and social security activities, the Guidelines require the Vietnam Fatherland Front Committees at all levels to develop a Plan to organize activities during the "For the Poor" Peak Month in accordance with the local situation, in order to create resources to help poor households, near-poor households, households in especially difficult circumstances, and poor communities; prioritizing support for subjects in especially difficult communes, border areas, areas damaged by storms and floods, remote and isolated areas.

Coordinate and mobilize agencies, organizations, individuals, corporations, businesses, entrepreneurs, etc. to effectively implement social security programs in the form of direct support or support with specific addresses as requested by organizations and businesses. At the same time, strengthen the inspection and supervision of the organization, mobilization and support of funding sources for the "For the Poor" Fund at all levels to ensure compliance with regulations.

For socio- political organizations, based on the actual situation in their agencies and units, to have appropriate forms of propaganda and mobilization. Issue directives and instructions within their organization system to coordinate the implementation of the "For the Poor" Peak Month and mobilize cadres, union members and association members to support the "For the Poor" Fund at all levels.

Coordinate with the Standing Committee of the Vietnam Fatherland Front at all levels and local authorities to implement the program of building Great Unity houses, eliminating dilapidated houses, supporting livelihoods... for poor households who are members of the organization.

From the implementation results, the Vietnam Fatherland Front Committees of provinces and cities have appropriate forms to commend, honor and reward individuals and collectives with good achievements in propaganda and mobilization work to help the poor; domestic and foreign units, enterprises, organizations and individuals with many achievements in supporting the "For the Poor" Fund and social security, contributing to the country's sustainable poverty reduction work on the occasion of the peak month "For the Poor" in 2025.
