The reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025 will also be considered and commented on by the National Assembly.

Overcoming the situation of too few staff in some places and too many in others
At the Ho Chi Minh City Delegation, on the one hand, the achievements were acknowledged, notably 15/15 main targets were achieved and exceeded in 2024 and 2025, but Delegate Nguyen Thi Yen still wondered about the feasibility of the double-digit growth target in 2026 and the following years. "The current economic scale is very large, while the capacity to disburse public investment is limited, achieving such a target is a huge challenge," the Delegate commented.
Some shortcomings in the process of arranging administrative units and implementing the 2-level local government model are also issues that Delegate Nguyen Thi Yen is concerned about. According to the Delegate, the number of cadres and civil servants in the province is very redundant, but the commune level lacks specialized cadres, especially in the economic department. The arrangement of cadres is still mechanical, not according to job positions. The Delegate proposed to boldly increase the number of cadres at the provincial level to the grassroots level, but frankly said: "At the grassroots level, there will be no equivalent positions for you, for example, if the deputy director of the department comes back, he cannot be the commune secretary, because that position is already filled by someone else."

Sharing this view, Deputy Ha Phuoc Thang said: "It is true that there is a shortage of cadres at the grassroots level, and they have not been assigned appropriately (according to the area and population), which leads to pressure at work." The Deputy also reflected that the salary and allowance regime for civil servants is not according to job positions and suggested that specific standards should be established soon, standardizing the cadre team; ensuring their lives so that they can work with peace of mind. In addition, the Deputy suggested that management data of state agencies on population, businesses, real estate, etc. should be synchronized soon for the most effective use, reducing the procedural burden for people and businesses.
Insurance patients still lack medicine and still have to pay a lot more.
Frankly stating that due to limited time, he will only focus on the points that need to be improved. Delegate Pham Khanh Phong Lan (HCMC) commented that if looking at each aspect separately, the health sector has many bright spots, but the health development mechanism is still facing core problems.

“In healthcare, there are three pillars that need to be fully considered: prevention - supply - treatment, but currently, policies seem to only focus on the final stage, treatment. There are still difficulties in bidding for the supply of medicines and equipment. We cover more than 95% of health insurance, but insured patients still lack medicine and still have to pay a lot more,” the delegate commented.
Referring to the story that caused a stir in public opinion that Tay Nguyen General Hospital falsely declared the use of a broken lithotripsy machine, the delegate affirmed that he did not defend negativity or wrongdoing, but the reality is that when the machine is broken but the patient's needs are still there, the doctor has to use an external machine. "I think the doctor also wants to salvage so that the insurance will cover some of the costs, reducing the cost for the patient while the machine is not repaired or replaced in time," delegate Pham Khanh Phong Lan shared.
Reiterating the proposal she had raised through many discussions at the National Assembly, the delegate emphasized that the education sector already had a special salary mechanism, but health workers, especially those in primary health care and preventive medicine, were still waiting.
The delegate pointed out that the current procedural burden is still very heavy and "this mechanism of asking permission for everything is a paradise for lazy people". Delegate Pham Khanh Phong Lan requested the Ministry of Health to quickly summarize the implementation of the autonomy mechanism to have appropriate policy orientation.
