Commenting on the 2021-2026 term work report, delegates all expressed their agreement and high approval of the results achieved. In particular, the highlight of the term of the President, the Government, the National Assembly and the agencies is the work of building legal institutions, affirming the role of "legal institutions leading the way", contributing to achieving great achievements in the country's socio-economic development in recent times.

According to National Assembly Deputy Ngo Trung Thanh (Dak Lak), the Politburo's issuance of Resolution 66-NQ/TW dated April 30, 2025 on innovating law-making and enforcement to meet the country's development requirements in the new era has created major breakthroughs in law-making.
In recent times, all levels and sectors have had many policies paying attention to law-making work, from law-making technology, amending the Law on promulgation of legal documents to investing in financial resources and increasing costs for selecting high-quality human resources.
“We have invested in a very synchronous and systematic way in three strategic breakthroughs from infrastructure, human resources and building legal institutions. Thereby, we will continue to achieve great results, meeting the development in the new era,” the delegate emphasized.
At the discussion session, some opinions also assessed that there has been a huge change in the thinking of law-making, which is to shift from specific laws to building a framework law of principle; then, sub-law documents will have specific regulations to meet the requirements of adjustment and flexible adaptation to changes in the situation. However, the backlog of detailed documents guiding implementation is still high (15% in 2025). Therefore, the Government must make efforts and take drastic solutions so that the issuance of detailed documents matches the effective date of the Law, Ordinance and Resolution.
During the discussion at the Group, many delegates also expressed concern about the low disbursement rate of public investment capital. One of the three main reasons pointed out was related to difficulties in legal regulations, site clearance and other implementation organization work.
Some opinions said that it is necessary to clearly identify the shortcomings related to legal regulations to resolve them in 2025. The National Assembly issued Resolution 206 dated June 24, 2025 on a special mechanism to handle difficulties and obstacles caused by legal regulations to empower agencies. In particular, the Government is entitled to issue documents regulating the handling of issues different from the provisions of the law to be able to immediately handle difficulties and shortcomings that cannot be drafted in time to be submitted to the National Assembly for consideration and decision.
According to National Assembly Deputy Ngo Trung Thanh (Dak Lak), the Government needs to continue reviewing and promptly removing obstacles and shortcomings to speed up the disbursement of public investment capital. Regarding site clearance, it is necessary to review and evaluate the causes and responsibilities of all levels and sectors to create changes in the coming term.
