Making breakthroughs in administrative reform.

During discussions at Group 13 (National Assembly Delegation of Son La and Vinh Long provinces), delegates proposed the need to accelerate administrative reform, remove bottlenecks, and unlock resources; while also improving the quality of healthcare, enhancing poverty reduction efforts, and laying a solid foundation for the sustainable development of the country.

On the afternoon of October 21st, the National Assembly continued its group discussions on the reports on the 2021-2026 term of the President and the Government; the draft report on the 15th term of the National Assembly; the reports on the 15th term of the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, and the State Audit Office; and the reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy .

During the discussion in Group 13, delegate Nguyen Thi Minh Trang (Vinh Long) highly appreciated the achievements of the 15th National Assembly, especially in legislative work; in which, the National Assembly placed the people and businesses at the center of the policy-making process, creating momentum for national development.

Delegates proposed that the National Assembly should continue reviewing resolutions to remove bottlenecks and enhance the feasibility of laws; and expand thematic supervision on issues such as digital transformation and social security. Delegates also suggested accelerating digital transformation in the National Assembly's operations to improve the quality of review and strategic advice. At the same time, they recommended that the Government integrate administrative reform data to better demonstrate the effectiveness of governance.

Delegate Quàng Văn Hương (Sơn La) suggested focusing on national target programs to promptly resolve obstacles; and applying artificial intelligence to enhance the effectiveness of monitoring and evaluation for greater objectivity.

Delegates proposed that the Government issue a suitable policy framework for localities and strengthen auditing of national target programs in ethnic minority and mountainous regions. This would help detect shortcomings early and allow for timely adjustments.

Improving connectivity between different levels of healthcare will save people time and money.

Regarding administrative reform, delegate Tran Thi Thanh Lam (Vinh Long) suggested that the effectiveness of online procedures needs to be re-evaluated. She proposed a thorough review of the operation of public administrative centers to ensure citizens receive accurate and convenient information.

Furthermore, a thorough assessment of the population database is necessary to avoid discrepancies between actual and statistical data, thereby ensuring the accuracy of policies and annual budget estimates. The delegates also recommended that the Government and the Ministry of Interior review administrative staffing levels in local centers, especially in central communes, to improve the efficiency of services provided to the people.

Regarding poverty reduction efforts, delegate Tran Thi Thanh Lam stated that 9 out of 12 targets had been met or exceeded over the past five years. However, three targets related to employment, clean water, and the elimination of temporary housing remain unmet. The delegate recommended that the Government allocate appropriate resources to address these issues and conduct a new review cycle to promote sustainable livelihood development.

Delegates also expressed concern about the slow disbursement of public investment funds, which has not met people's expectations, and suggested the need to strengthen decentralization and delegation of authority to enable localities to access funding more quickly.

Representative Tran Thi Thanh Lam also pointed out shortcomings in the health insurance system, including drug shortages and difficulties in accessing medical services on weekends. She proposed that health insurance participants should be allowed to receive medical treatment at all healthcare facilities, while also improving the interconnectedness between different levels of healthcare to save time and costs for the people.

Representative Nguyen Thi Yen Nhi (Vinh Long) also emphasized the need to simplify administrative procedures, especially in areas such as applying for construction permits or completion certificates. "A breakthrough in procedural reform is needed to minimize harassment and corruption," the representative stressed.

Delegates also suggested reforming the salary policy for civil servants to create motivation and retain high-quality personnel in the political system; proposing to implement salary reform at the beginning of 2026 to be commensurate with the efforts that the staff have contributed.

Delegate Nguyen Thi Yen Nhi also emphasized the importance of training and capacity building for commune-level officials to better serve the people, while investing in essential infrastructure such as bridges and roads in localities.
