Speaking at the conference, the City Party Secretary emphasized that the need to adjust personnel comes from both practical requirements and newly issued regulations, aiming to overcome limitations revealed after a period of operating the new model.
"At the first meeting of the City Party Executive Committee, I reported that there would be a major change in personnel. The reason is that in the past, when arranging the staff from the three localities after the merger, we arranged them mainly according to mechanical principles. However, recently there have been regulations issued so the City has the responsibility to make adjustments," said Mr. Tran Luu Quang.

According to the City Party Secretary, in some cases before the merger, the local personnel work was "not in accordance with regulations". In addition, in the urgent implementation phase, there were positions that were not suitable for the nature of the work, and after 4 months of operating the new model, these inappropriate points were clearly revealed. Therefore, the upcoming arrangement will focus on the actual capacity, task requirements and strictly comply with regulations.
Along with the personnel arrangement, the Party Secretary also noted the information circulating on the internet that Ho Chi Minh City will continue to rearrange 48 wards and 4 communes because they do not meet the area requirements according to regulations. He affirmed that the Party Committee's policy is to carefully consider and examine the arrangement, based on many principles and criteria and has been approved by the Central Government. Accordingly, there is no rearrangement of wards and communes at the present time and in the next few years.

At the conference, Secretary of the City Party Committee Tran Luu Quang presented the decision to appoint Standing Deputy Secretary of the City Party Committee Le Quoc Phong as Secretary of the Party Committee of the Ho Chi Minh City Party Committee's agencies, and Standing Vice Chairman of the People's Council Pham Thanh Kien as Head of the Organization Committee of the Ho Chi Minh City Party Committee.
After the merger, Ho Chi Minh City now has an area of over 6,700 km², a population of about 13.7 million people, with 168 administrative units of wards, communes and special zones. This scale places high demands on a streamlined organizational structure, personnel in the right positions - with the right capacity, both ensuring inheritance and meeting the demands of serving people and businesses in the context of increasingly large and complex tasks.
At the same time, the City Party Committee emphasizes the role of leaders at all levels and sectors: each individual must commit to and perform the assigned tasks correctly, sufficiently, and promptly; agencies and units review procedures and standards to standardize the team. This "major" personnel adjustment is therefore not a change in form, but aims at the quality of management and service efficiency.
Encouraging results
Evaluating the implementation of Resolution 18, the City Party Secretary affirmed that this policy has brought "indisputable" results. The two-tier local government model helps to modernize governance - efficiency - effectiveness - efficiency, and "be closer to the people".
According to the report, Ho Chi Minh City has done a lot of work, ranking among the average and good groups of the whole country in implementing Resolution 18. Despite the large and difficult scale and volume of work, the results achieved are very remarkable. Specifically, the completion rate of arranging public service units under the City People's Committee is 16%, and that of departments and branches is 26%; while the rate of arranging public service units nationwide is over 7.5%.

Digital transformation is an important highlight. Up to now, digital platform systems from the City to wards, communes, and special zones have basically operated stably and smoothly; officials and civil servants use accounts to carry out the application process more conveniently; people submit applications, look up progress, and receive results online faster and more conveniently. The Public Administration Service Center has publicly configured 2,298 administrative procedures (including 1,962 provincial procedures, 417 commune-level procedures); there are 339 full-process online public services, 1,283 partial online public services.
In addition to the achievements, the City Party Committee also frankly pointed out the initial difficulties: local officials are under pressure of a large amount of work; the way of working has changed compared to before; the capacity of departments is not equal; many officials have to travel far, spending a lot of time to get to the new workplace. To solve the problem, the City Party Committee Secretary requested to promote the role of the leader and the sense of responsibility of each individual. "There needs to be a specific and detailed plan and a method to check the progress of implementation. That way, everything will become transparent and each person will know how to adjust accordingly," he suggested.

In terms of organization and operation, the Secretary emphasized the need to promote the application of information technology in solving work; upgrade technology infrastructure, transmission lines, and terminal equipment for the grassroots level. The operating principle is: if wards and communes have any problems, the city level must help; if the content is under the authority of the City to be decentralized to the grassroots level, the City must have clear instructions; at the same time, wards, communes, and special zones must also clearly understand the regulations and instructions for implementation.
Regarding the direct support mechanism, the City Party Secretary assigned the Department of Finance, Department of Construction, Department of Agriculture and Environment to have hotlines with specific addresses to support wards and communes; even encouraged the use of Chat GPT to resolve professional problems. He also suggested that wards and communes proactively connect and exchange with each other to learn from each other's experiences to help speed up processing and spread effective practices.

In terms of facilities, the City is reviewing and arranging offices and workplaces for officials, civil servants and public employees in a reasonable manner to avoid waste.
