Mr. Pham Thanh Kien is the Head of the Organizing Committee of the Ho Chi Minh City Party Committee.

The Standing Committee of the Ho Chi Minh City Party Committee has just transferred, assigned, and appointed Mr. Pham Thanh Kien - Permanent Vice Chairman of the Ho Chi Minh City People's Council - to the position of Head of the City Party Committee's Organization Department.

On the morning of October 22, the Standing Committee of the Ho Chi Minh City Party Committee held a conference to announce and present personnel decisions. Ho Chi Minh City Party Secretary Tran Luu Quang presided over the ceremony.

Also in attendance were Standing Deputy Secretary of the Ho Chi Minh City Party Committee Le Quoc Phong, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Council Vo Van Minh, Deputy Secretary of the Ho Chi Minh City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong, and Deputy Secretary of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet.

At the ceremony, Mr. Duong Trong Hieu, Deputy Head of the Standing Committee of the Ho Chi Minh City Party Committee's Organization Department, announced the decision of the Standing Committee of the City Party Committee to transfer, assign, and appoint Mr. Pham Thanh Kien, Permanent Vice Chairman of the Ho Chi Minh City People's Council, to the position of Head of the City Party Committee's Organization Department.

Mr. Pham Thanh Kien was born in 1971 in Bac Lieu (now Ca Mau). He holds a Master's degree in Party and State Administration, a Bachelor's degree in Public Administration, a Bachelor's degree in Law, a Bachelor's degree in Political Science, and an advanced certificate in Political Theory.

He previously served as Chairman of the People's Committee of the former District 1, Deputy Director and then Director of the Department of Industry and Trade, Secretary of the District 3 Party Committee, and Vice Chairman of the Ho Chi Minh City People's Council.

From August 2024 to June 30, 2025, he served as a member of the Standing Committee of the City Party Committee and the Permanent Vice Chairman of the People's Council of Ho Chi Minh City.

From July 2025 to the present, he has been a member of the Standing Committee of the City Party Committee and the Permanent Vice Chairman of the People's Council of Ho Chi Minh City.
