On the morning of October 22, the Standing Committee of the Ho Chi Minh City Party Committee held a conference to announce and award personnel decisions. Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang chaired the awarding ceremony.
Also attending were Standing Deputy Secretary of the Ho Chi Minh City Party Committee Le Quoc Phong, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Council Vo Van Minh, Deputy Secretary of the Ho Chi Minh City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet.
At the ceremony, Mr. Duong Trong Hieu - Deputy Head of the Standing Committee of the Ho Chi Minh City Party Committee's Organization Committee - announced the decision of the Standing Committee of the City Party Committee on the transfer, assignment and appointment of Mr. Pham Thanh Kien - Permanent Vice Chairman of the Ho Chi Minh City People's Council - to hold the position of Head of the City Party Committee's Organization Committee.
Mr. Pham Thanh Kien was born in 1971, from Bac Lieu (now Ca Mau). He has a master's degree in Party and State building, a bachelor's degree in administration, a bachelor's degree in law, a bachelor's degree in politics, and a senior degree in political theory.
He was the Chairman of the People's Committee of District 1, Deputy Director and then Director of the Department of Industry and Trade, Secretary of the District Party Committee of District 3, and Vice Chairman of the People's Council of Ho Chi Minh City.
From August 2024 to June 30, 2025, he was a member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the Ho Chi Minh City People's Council.
From July 2025 to present, he is a member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Ho Chi Minh City People's Council.
