At the meeting, the Government Standing Committee discussed the reception and explanation of Government members' opinions on the draft Decree guiding the implementation of Resolution No. 197/2025/QH15 of the National Assembly on special mechanisms and policies to create breakthroughs in law making and enforcement; commented on the draft Decree on management of unmanned aircraft and other flying vehicles; commented on the draft Decree amending and supplementing a number of articles of the decrees on national borders and border defense.

After listening to reports and opinions, Prime Minister Pham Minh Chinh made a concluding speech so that the drafting agencies could continue to complete and submit the decrees for promulgation to ensure progress and quality.
With the draft Decree guiding the implementation of Resolution No. 197/2025/QH15 of the National Assembly on special mechanisms and policies to create breakthroughs in building and organizing law enforcement, the Prime Minister clearly stated that institutions are resources and driving forces for development, and that institutions must be turned into national competitive advantages; to do so, it is necessary to attract and encourage talented and skilled people to participate in working, researching, advising on institutions, building and enforcing laws.

The Prime Minister directed to continue reviewing policy beneficiaries on the basis of closely following Resolution 197 of the National Assembly; carefully assessing the impact of policies; studying regulations on application deadlines and conducting preliminary and final reviews to adjust, amend and supplement policies accordingly.
Regarding the draft Decree on management of drones and other flying vehicles, the Prime Minister emphasized the need to simplify and reduce administrative procedures, promote decentralization, delegation of authority and clearly define the responsibilities of relevant entities; and proposed to study and supplement a number of regulations related to flight control licenses.
