
After the administrative unit arrangement, Can Tho city has 103 communes and wards. Currently, the two-level local government in Can Tho is stable and operating smoothly; the Public Administration Center operates smoothly, handling administrative procedures conveniently for people and businesses. From July 1, 2025 to now, the total number of administrative procedure records resolved reached 174,683/190,295; the rate of records synchronized with the National Public Service Portal reached 165,631 records.
Inspecting the actual situation of administrative procedure settlement at the Public Administration Center of Hung Phu Ward, Can Tho City, the Prime Minister learned about the arrangement of staff, the level of meeting the needs of handling and resolving procedures for the people; difficulties and problems arising; the situation of technology infrastructure...
The Prime Minister requested Can Tho city in general and Hung Phu ward in particular to build databases such as land databases, enterprises, industries, fields, population data... to ensure "correct, sufficient, clean, and alive" connectivity with each other and with the whole country.

Emphasizing the need to build a digital government, the Prime Minister pointed out that along with developing digital infrastructure, there must be digital staff, especially digital citizens. Therefore, it is necessary to improve people's digital capacity through programs and movements such as "popular digital education" and community digital technology groups.
The Prime Minister noted that civil servants and public employees of the Hung Phu Ward Public Administration Center should promote the application of technology, national population databases and other specialized databases to resolve administrative procedures for people, ensuring speed, accuracy and convenience.
Along with directly handling procedures for people, it is necessary to guide people so that they can carry out procedures themselves in the digital environment. In particular, we must be close to the people, respect the people, serve the people; treat the people like our own relatives, with all our heart, conscience, and responsibility as cadres, civil servants, and public employees.
* Also on the morning of October 19, Prime Minister Pham Minh Chinh visited Nam Long 2 Social Housing Area (Nam Can Tho new urban area, Cai Rang ward).

Implementing the Project to invest in building at least 01 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030, according to the Prime Minister's decision, the new Can Tho city (including 3 former localities of Can Tho, Soc Trang, Hau Giang) was assigned the target of 16,900 apartments. By October 15, 2025, the (new) Can Tho city had implemented 10 social housing projects, of which 03 projects were completed and 07 projects were underway.
In the period of 2021-2024, 2,252 units have been completed. In 2025, Can Tho city will complete 1,073/1,397 units, reaching 77% of the target assigned by the Prime Minister in 2025. Thus, from 2021 to 2025, the city has completed 3,649 units. Can Tho city is committed to completing the social housing target assigned by the Prime Minister by 2030 (a total of 16,900 units).
In particular, the Nam Long 2 social housing apartment project implemented by Nam Long Investment Joint Stock Company has a total investment of 1,253 billion VND, a scale of 1,601 apartments, an estimated population of 4,803 people, 930 apartments have been completed, 671 apartments have been sold and are under construction, with a price of 15.8 million VND/m2.

At the Nam Long 2 social housing project, Prime Minister Pham Minh Chinh praised the efforts of Can Tho city in implementing social housing projects; including the Nam Long 2 project, which sold out as soon as it was built, showing that the demand for social housing in the area is very large.
The Prime Minister welcomed the investor's commitment to shorten the project's progress but noted the need to improve quality; continue to implement social housing projects with full infrastructure shared with commercial housing, including educational, healthcare, cultural and sports facilities so that people have equal access...
The Prime Minister requested Can Tho city to continue studying general regulations to have appropriate policies on social housing; land planning, assigning Nam Long investor and well-performing enterprises to continue implementing social housing projects according to new mechanisms and policies issued by the National Assembly and the Government, thereby better serving the housing needs of workers, low-income earners, and officials who change workplaces due to organizational restructuring.
* At noon of the same day, Prime Minister Pham Minh Chinh and his delegation visited Can Tho City Oncology Hospital - a place that is overloaded with medical examination and treatment for people in Can Tho City and the Mekong Delta region.

Faced with the situation of degraded, cramped facilities and lack of equipment, especially Cobalt radiotherapy machines, the Prime Minister requested the Ministry of Finance to coordinate with Can Tho city and the Hospital to promptly complete procedures to purchase two more radiotherapy machines on an emergency basis. The Central Government will support the city to contribute to meeting the capacity to treat people.
Giving gifts to encourage the hospital's medical staff, the Prime Minister praised the hospital for always being overloaded, with 2-3 patients sharing one bed, but in return, the hospital has made efforts to overcome all difficulties, always wholeheartedly serving the people, and has been highly appreciated by patients for the professional qualifications of the medical staff; and requested the city and the hospital to soon research and build an accommodation area for relatives to take care of patients.

Previously, the Prime Minister inspected the construction project of Can Tho City Oncology Hospital. The Can Tho City Oncology Hospital project has a scale of 500 beds; the total investment is over 1,727 billion VND, of which the ODA loan from the Hungarian Government is nearly 57 thousand Euros, equivalent to more than 1,393 billion VND, accounting for 80.66%, the rest is the counterpart capital of Can Tho City.
The project started in 2017 and was expected to be completed in 2022. However, due to the impact of the pandemic and a number of objective reasons, including the expiration of the ODA loan agreement for the project, the project was forced to stop construction from July 2022. The city is proposing that the Government consider providing capital support for Can Tho city to continue implementing this project.
Inspecting the unfinished project that has been suspended since 2022, Prime Minister Pham Minh Chinh requested Can Tho city to decide to end the previous project, especially related to the use of ODA loans; to postpone the handling of violations in the project according to the inspection conclusion; to accept and inventory assets, items, and equipment that have been invested and purchased; and at the same time, to decide to restart the new project, invest in an emergency situation, and strive to complete it by November 30, 2026 to promptly serve the medical examination and treatment of the people.
