The military is proactively responding to Typhoon No. 12 (Typhoon Fengshen).

The General Staff of the Vietnam People's Army has just issued urgent dispatch No. 5961/CĐ-TM dated October 19, 2025, regarding proactive response to typhoon No. 12 in the East Sea.

On the afternoon of October 19, 2025, Typhoon Fengshen entered the East Sea, becoming the 12th typhoon of 2025. At 4 PM on October 19, 2025, the typhoon's center was located at 15.2 degrees North latitude and 119.7 degrees East longitude, in the eastern part of the North East Sea, with a strength of level 9 and gusts of level 11. The forecast for the next 24 hours is that the typhoon will move northwest and is likely to intensify further.

In accordance with Official Dispatch No. 18/BCĐ-BNNMT dated October 19, 2025, from the National Steering Committee for Civil Defense, to proactively respond to storms and post-storm floods, and minimize damage to people and property of the State, the General Staff requests all agencies and units to strictly maintain the duty roster, proactively monitor and closely follow the developments of storms and post-storm floods; implement preventive measures to ensure the safety of barracks, warehouses, and construction sites; prepare forces and equipment to be ready to respond promptly and effectively when situations arise; and ensure absolute safety of personnel and equipment when performing their duties.

Military Regions 3, 4, 5, and 7 directed the Military Commands of provinces and cities to coordinate with the Departments of Agriculture and Environment and relevant agencies to advise local Party committees and authorities on continuing to inspect and review response plans and strategies in accordance with reality; identify key disaster areas, areas at risk of flash floods, landslides, and rockfalls, vulnerable dikes, embankments, lakes, and dams, and areas at risk of flooding and isolation; coordinate with units to mobilize forces and resources to help authorities and people evacuate households in dangerous areas to safe places; support people in reinforcing houses, harvesting aquatic products, rice, and crops, etc., to prevent unfortunate losses of life due to carelessness or negligence.

The General Staff requested the Border Guard Command to direct the Border Guard Commands of coastal provinces and cities from Quang Ninh to Lam Dong to coordinate with local authorities, using all means to disseminate information about the storm's developments, continue to review, count, and guide ships, boats, and vessels operating at sea or anchored to move out of or avoid entering dangerous areas and to safe shelters to ensure safety.

The Vietnam Navy and Coast Guard are directing their subordinate agencies and units to implement safety measures and prepare forces and equipment for search and rescue operations in case of any incidents at sea or on islands.

The Air Defense - Air Force Command and the 18th Army Corps are inspecting and reviewing plans, strategies, and the organization of forces and equipment ready to carry out search and rescue flights and transport food and essential supplies to flooded and isolated areas when ordered.

The General Staff also instructed the 12th and 34th Corps, the Hanoi Capital Command, the Artillery and Missile Command, and other corps and branches to review and supplement plans and strategies in accordance with the actual situation; to coordinate closely with local authorities where troops are stationed and where missions are carried out, and to prepare forces and equipment to participate in rescue and relief operations when requested by local authorities.

The Signal Corps directs units to ensure uninterrupted communication for the Minister of National Defense to direct and manage rescue and relief efforts, especially in areas that are cut off or isolated. The Military Industry and Telecommunications Group coordinates with relevant agencies and units to ensure transmission lines and other necessary conditions to serve the Government and the Prime Minister in directing and managing civil defense; ready to deploy forces and equipment (flycams) to coordinate with Military Regions 3, 4, 5, and 7 to support localities in surveying vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, and areas that are cut off or isolated, in order to provide early warnings and take timely preventive measures.

The General Departments of Logistics and Technology, Defense Industry, and General Department II, according to their functions and duties, are to strengthen guidance, supervision, and inspection of subordinate units to effectively respond to Typhoon No. 12; overcome the consequences of rain, floods, landslides, and rockfalls; ensure the safety of warehouses, factories, weapons, and equipment; ensure good logistics and technical support for disaster response and recovery; proactively coordinate, promptly supply, and transport rescue and relief supplies and equipment to assist localities in responding to and overcoming the consequences when situations arise.
