This was a statement by National Assembly Chairman Tran Thanh Man at the closing session of the 10th Session of the 15th National Assembly. The upcoming election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term carries the trust and high expectations of voters and people nationwide; the people's aspirations extend beyond simply choosing representatives, to finding truly worthy delegates who possess virtue, talent, courage to act, and close ties with the people.
Following the National Conference to disseminate the Politburo 's Directive on the implementation of the election of National Assembly deputies for the 16th term and People's Council deputies at all levels for the 2026-2031 term, the National Election Council, the Standing Committee of the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front have demonstrated a spirit of determination, decisive involvement, and unified will and action of the entire political system in this important national event, a festival for all citizens.
According to National Assembly representative Ha Sy Dong from Quang Tri province, the country is entering a new era of deep integration with increasingly high demands and challenges. To ensure that the "national election" takes place democratically, in accordance with the law, and most importantly, to select the most outstanding and worthy individuals to participate in the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, this places a great demand on the capacity and qualities of elected representatives. This is also the greatest hope of voters ahead of the upcoming election.
Many officials, Party members, and voters expressed their profound agreement with General Secretary To Lam's guiding principle: "We must select and nominate individuals who are truly outstanding in terms of character and ability. These must be comrades with firm political convictions, loyal to the Fatherland and the people, possessing both virtue and talent, and meeting all the legally stipulated standards." This requirement serves as a guiding principle for the entire process, from nomination and consultation to selection.
On the sidelines of the 10th Session of the 15th National Assembly, many National Assembly deputies stated that: To select truly worthy representatives, the consultation and nomination process must uphold a sense of responsibility, avoiding any favoritism or avoidance. Standards must not be lowered for the sake of structural considerations. An unqualified representative will become a burden, but a competent representative will be a driving force for development.
From the "input" of the criteria for electing representatives, voters also place high expectations on the "output," which is the actions of each National Assembly representative and People's Council representative at all levels once they are elected. This is also the most accurate measure and the most practical verification of the trust that voters have placed in them. Once elected, each representative must seriously fulfill their duties and "match their words with their actions."
The people's trust is an invaluable asset that can only be built through practical action. Looking at the country's development over the past period, voters nationwide can see the contributions of National Assembly and People's Council representatives at all levels. In the new term, voters and the people expect their representatives to maintain close and regular contact; to be grounded in reality, to speak in a way the people understand, to act in a way the people trust, to listen to the people's concerns and honestly convey them in the parliamentary arena, and to be subject to the people's supervision. To meet these expectations regarding the quality of representatives, voters also place their trust in a rigorous and transparent election process.
One of the new points of particular interest to voters is the implementation by the National Election Council and local election committees of the synchronized application of population data and VNeID identification in voter registration. According to many voters, this is a significant step forward in digital transformation, not only helping to reduce errors and enhance transparency, but more importantly, creating maximum convenience and reducing inconvenience for citizens, ensuring their right to vote in the most accurate way.
With easy access to election information on various platforms and apps, voters are better positioned to thoroughly research each candidate, thereby exercising their right to vote responsibly. The proactive approach of young voters demonstrates that technology is powerfully contributing to raising political awareness and empowering voters.
