
In her opening remarks, Vice President of the Vietnam Women's Union Nguyen Thi Minh Huong stated: The launching ceremony was held during the final days of the Action Month for Gender Equality and Prevention and Response to Gender-Based Violence in 2025; immediately after the National Assembly voted to pass the amended Cybersecurity Law on December 10th - a significant milestone in completing the legal framework for cybersecurity management, contributing to protecting digital sovereignty , social order and safety, and the interests of citizens and businesses in the online environment.
Previously, on October 25th (exactly 50 days ago), Vietnam successfully held the signing ceremony for the " Hanoi Convention" - the United Nations Convention against Cybercrime. This was a response from the Vietnam Women's Union to the nation's collective efforts to promote women's progress and gender equality in the context of digital transformation.
According to Ms. Nguyen Thi Minh Huong, in October, in the guidelines for the women's movement and the activities of the Women's Union, General Secretary To Lam also suggested upgrading the "Building a family with 5 no's and 3 clean's" movement to "5 no's, 3 clean's, and 3 safe's," where the 3 safe's are safety, peace of mind, and well-being. "Safety" refers not only to real life but also to the online space; "peace of mind" includes a friendly digital space where women and children can participate and develop their abilities; and "well-being" refers to support services for women and families, including basic digital services. The communication campaign "Connecting 3 Safe's - Mastering the Digital Space" is a concrete implementation of these directives.

Vietnam is one of the countries with a rapid pace of digitalization, with nearly 80 million internet users and among the very few countries achieving gender equality in digital skills among its youth. These figures are both a source of pride and a great responsibility for us. Cyberspace is becoming a "new front" of gender inequality and violence against women and girls.
Surveys show that approximately 87% of children aged 12-17 in Vietnam use the internet daily, but only about 36% know how to protect their information security online. Research on digital government conducted by the United Nations Development Programme (UNDP) also indicates that, despite increased internet access, women still have lower access to the internet and online public services than men, especially in remote areas and ethnic minority regions. This means that many women have limited opportunities to benefit from digital transformation. In this context, if women and children are not given improved awareness, skills, and a voice in cyberspace, the gender gap and forms of gender-based violence will continue to shift from the real world to the digital world, becoming more sophisticated, harder to identify, and with more unpredictable consequences.
The online awareness campaign for women on cybersecurity, themed "Connecting with 3 Safeties – Mastering the Digital Space," identifies three directions to help women and girls take control of the digital space.
That means: "Safety": Every woman and girl is an informed and responsible internet user; not only protecting themselves, but also contributing to building a healthy and safe environment.
"Peace of mind": The online space is a friendly and humane environment for women and girls.
"Social Welfare": Transforming the digital space into opportunities and leverage for women's entrepreneurial ideas, sustainable businesses, and livelihoods, contributing to ensuring social welfare.

The communication campaign will include a standardized, diverse, easy-to-understand, and easy-to-apply "Digital Literacy for the People" materials; training courses on digital skills and information security; a series of mini-games; and creative communication products on technology platforms. Through these, the campaign aims to spread various messages to raise community awareness, promote women's action in mastering the digital space, and call for increased inter-sectoral coordination in building a safe, equitable, and inclusive online environment.
