In recent days, information regarding the Ho Chi Minh City National University's plan to implement a unified admissions method in 2026 based on three groups of criteria: high school graduation exam results, aptitude test results, and high school academic performance; with the aptitude test results playing a pivotal role, has caused many parents to worry about fairness in the admissions process. Some candidates have also expressed concerns about the sudden change in the university's admissions orientation.

Regarding this matter, on the afternoon of December 14th, the Vietnam National University Ho Chi Minh City affirmed that it does not mandate candidates to participate in the university's aptitude test for admission consideration. Candidates using their high school graduation exam results or other valid results as stipulated in the regulations are still guaranteed their rights and will receive specific guidance in the admission plans of each unit. The results of the aptitude test organized by the Vietnam National University Ho Chi Minh City are still encouraged for use based on the autonomy of member universities.

In addition, the direct admission and priority direct admission policies as stipulated by the Ministry of Education and Training will continue to be fully and consistently implemented without change.

According to the Vietnam National University Ho Chi Minh City, the integrated admission method is understood as the use of a unified admission formula framework, in which candidates can participate in the admission process through various input data sources such as the results of the High School Graduation Examination, the results of the Aptitude Assessment Examination, high school academic results, and other appropriate criteria as prescribed. These criteria are combined through clear, public, and transparent weighting and conversion principles to ensure fair access for candidates and facilitate the admission process for training institutions.

At the University of Technology, Vietnam National University Ho Chi Minh City, the integrated admission method has been effectively implemented since 2022. Accordingly, the university uses a single integrated admission method as its main admission method, with the score components including the results of the Aptitude Test, the results of the High School Graduation Examination, and high school academic performance. The formula for calculating the admission score from these component scores is based on scientific and practical principles. Candidates can use either the results of the High School Graduation Examination or the Aptitude Test for admission. Based on the practical implementation at this university, Vietnam National University Ho Chi Minh City is directing research, refinement, and gradual expansion of this model throughout the entire system, tailored to the conditions and specific training characteristics of each member university.

Based on this overall direction, member universities are compiling, reviewing, and finalizing specific admission plans, including determining weightings, conversion methods, and clear guidelines for each target group, to ensure maximum accessibility for all candidates to the admission process. From the proposals of the member universities, the Vietnam National University Ho Chi Minh City will consider and finalize the plan and publicly announce it within the stipulated timeframe.

The university also stated that in recent years it has consistently pursued a policy of streamlining, standardizing, and reducing complexity in university admissions, based on full compliance with the Ministry of Education and Training's admissions regulations and ensuring fairness for candidates. Specifically, in 2025, the university has clearly defined its direction to build a unified admissions framework at the system level, in which member universities are granted autonomy to select, combine, and determine the weighting of admission criteria appropriate to the specific training characteristics of each unit. The 2026 admissions orientation is a continuation and further refinement of this policy, not a sudden change or elimination of the admissions categories currently implemented under the existing regulations.

Previously, the Vietnam National University Ho Chi Minh City announced that in 2026, it will uniformly implement a comprehensive admissions method. The weighting of criteria will be determined based on actual data from the three most recent years to ensure a balance between input and training quality. Bonus points will be awarded to students with outstanding achievements at specialized and gifted schools, with strict regulations to ensure fairness among different groups of candidates. Member units will still be granted autonomy in implementation details but must adhere to the general framework and ensure transparency and openness throughout the entire process. The strong reform direction in 2026 aims to address challenges in admissions at member schools, such as the diverse number of admissions methods, inconsistent score conversion, and complex priority admissions procedures.

The Vietnam National University Ho Chi Minh City is one of the largest educational institutions in the country, comprising 30 units, including 8 member universities with a total training scale of over 100,000 undergraduate students. The university's training programs are diverse, including: natural sciences, social sciences, engineering and technology, management, economics and law, health sciences, and agricultural sciences…
