On the morning of December 14th, with a majority of delegates present voting in favor, the Hanoi City People's Council preliminarily approved the investment plan for the Red River Landscape Boulevard Project in Hanoi and the initial independent sub-project to facilitate the commencement of the project.
According to the Hanoi People's Committee's proposal, the Red River Scenic Boulevard project has a research scope extending along both sides of the Red River, from Hong Ha Bridge to Me So Bridge, with a total length of approximately 80 km.
Besides the main boulevard, the project also includes a system of landscaped parks and recreational spaces covering approximately 3,300 hectares; along with about 2,100 hectares of land for site clearance and development of new urban areas.

The project is divided into four independent sub-projects for ease of implementation. Sub-project 1 is being carried out on the left bank of the Red River, including a major traffic boulevard, a landscaped park and recreational area, and land clearance for urban development.
Component Project 2 is being implemented on the right bank of the Red River, with similar items. This includes the Phu Thuong Park project, covering an area of approximately 2 hectares, with a preliminary total capital of about 670 billion VND. It was initially identified as an independent sub-project to facilitate the commencement of construction.
Component Project 3 is an underground metro line on the right bank of the Red River, approximately 45 km long, designed to connect with Hanoi's future urban rail system.
Component Project 4 is a resettlement urban area, primarily consisting of on-site high-rise apartment buildings within the project area; it can also be developed on reciprocal land plots to compensate investors, including low-rise housing and high-rise apartments.
According to the Hanoi People's Committee, the project will be implemented in 19 communes and wards along both sides of the Red River. The total investment for the entire project is estimated at approximately 855 trillion VND, with the goal of completion by 2030.
The project will affect 200,000 people.
According to preliminary calculations, the project will affect approximately 200,000 people living in 19 communes and wards located along both sides of the Red River section flowing through Hanoi from Hong Ha Bridge to Me So Bridge.
Specifically, on the right bank of the Red River, the project will affect households in 12 communes and wards: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, and Hong Van. On the left bank of the Red River, the project will affect households in 7 communes and wards: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang. Affected households will be partially relocated in situ, contributing to stabilizing their lives and ensuring social security.
The Hanoi People's Committee affirms that, upon completion, the Red River Scenic Boulevard will create new impetus for development, fundamentally changing the urban landscape on both sides of the river, forming a modern cultural, economic, and ecological space befitting Hanoi's status as the national political and administrative center.
The project review report by the Urban Affairs Committee of the Hanoi People's Council recommends that the Hanoi People's Committee pay special attention to land clearance. Alongside land compensation, the city needs to adequately address support for training, career chuyển đổi, and job placement for those whose land is expropriated, especially residents in riverside areas, those with agricultural land, or whose livelihoods depend directly on the expropriated land.
The reviewing agency also suggested that during the project implementation, compensation, support, resettlement, and temporary housing costs must be strictly identified and controlled. At the same time, a thorough survey of the current situation is needed to clearly determine the specific resettlement needs for each affected group. Updating the land compensation coefficient to reflect market realities will contribute to ensuring feasibility, fairness, transparency, and timely payment to the people.
