The vigorous implementation of 7 bridges over the Red River opens a new development axis for the capital city.

Hanoi is entering a period of rapid acceleration in its transportation infrastructure, with the simultaneous construction of seven bridges across the Red River in 2025. These projects are expected not only to alleviate congestion on existing bridges but also to open up new urban development spaces, contributing to the capital's urbanization rate reaching 65-70% by 2030.

Strategic Bridge Project Team

According to the Hanoi People's Committee, seven bridges – Tu Lien, Ngoc Hoi, Tran Hung Dao, Thuong Cat, Van Phuc, Hong Ha, and Me So – have been identified as strategic projects that will directly impact regional connectivity and shape the urban landscape on both banks of the Red River for decades to come. Many of these projects have total investments of tens of trillions of VND, utilizing modern construction technologies such as cable-stayed bridges combined with torsion beams and 4-6 lanes for motorized vehicles, ensuring they can handle large future traffic volumes.
Among these, the Tu Lien Bridge, which commenced construction on May 19th with a total investment of nearly 20,000 billion VND, is expected to become a new infrastructure landmark of the capital. The Tran Hung Dao Bridge, which commenced construction on October 9th, connects Hoan Kiem with Long Bien and will create an architectural highlight alongside historical bridges such as Long Bien and Chuong Duong. The Ngoc Hoi Bridge, connecting to Ring Road 3.5, plays a particularly important role in reducing traffic congestion in the South.

When completed, the Thuong Cat, Hong Ha, Van Phuc, and Me So bridges will form a network of "horizontal backbones" along the Red River, opening up new growth poles in Dong Anh, Me Linh, Long Bien, Gia Lam, Van Giang, and Phu Xuyen, while increasing Hanoi's competitiveness in attracting investment and regional logistics.

Land clearance and construction work are being carried out in "3 shifts, 4 teams".

In early December, the Hanoi People's Committee issued a document signed by Vice Chairman Duong Duc Tuan, requesting departments, agencies, and localities to "urgently and decisively take action," with land clearance being the top priority. Communes and wards such as Tay Ho, Dong Anh, Long Bien, Bo De, Thanh Tri, Nam Phu, Bat Trang, Thuong Cat, Thien Loc, Phuc Tho, Me Linh, O Dien, Hong Van, and the communes of Van Giang, Phung Cong, and Me So in Hung Yen province must complete all land clearance before December 31, 2025.

The Hanoi Traffic Construction Investment Project Management Board stated that many areas have reached 70-80% completion, but there are still obstacles related to compensation prices, resettlement, and temporary housing policies, requiring a special mechanism to minimize complaints and create social consensus.

Regarding construction, the city requires contractors to implement a "3 shifts, 4 teams" method, mobilizing maximum manpower and machinery, organizing construction in a phased manner along each section of the route, and establishing a "critical path" using a daily countdown method. The City Police and other functional forces are tasked with strengthening on-site supervision, ensuring labor safety and material security, and strictly handling illegal mining or speculation in sand and gravel.

Another major challenge is the supply of materials in the context of the Law on Geology and Minerals 2024 coming into effect. The People's Committee of Ho Chi Minh City has assigned the Department of Agriculture and Environment to coordinate with Phu Tho and Ninh Binh provinces, applying the mechanism in Government Resolution 66.4 which allows the exploitation of Group IV minerals for key projects with a simplified process.

This solution helps ensure a stable supply of materials, limit cost overruns, and maintain transparency in resource exploitation. Simultaneously, the city is proposing specific mechanisms in the draft Resolution to be submitted to the National Assembly in 2026 to address policy obstacles related to compensation, increase feasibility, and minimize complaints during implementation.

Hanoi aims to complete key bridges such as Tu Lien, Tran Hung Dao, and Ngoc Hoi before the APEC 2027 conference. Once operational, these seven bridges will not only alleviate traffic congestion and shorten travel time, but also become a new infrastructure foundation, helping the capital expand its development space, increase inter-regional connectivity, and affirm Hanoi's position as a modern, integrated city in the Asia-Pacific region.
