According to the Korean Central News Agency (KCNA), North Korean leader Kim Jong Un emphasized that overseas military operations in 2025 have proven the North Korean military's status as "an invincible force and a true protector of international justice." Kim asserted that this force not only fought brilliantly but also enhanced North Korea's international prestige.

The meeting, chaired by Kim Jong Un, aimed to summarize the results of policy implementation in 2025 and prepare for the North Korean Party Congress early next year. The modernization and strengthening of national defense capabilities were reaffirmed as the correct direction, helping to ensure national security and interests amidst global geopolitical and technological changes.
The North Korean leader also criticized a segment of officials for their "erroneous ideological views," passive work attitudes, and lack of responsibility, and demanded that shortcomings and negative behaviors within the system be rectified.
Kim Jong-un praised the country's overall achievements over the past year, stating that North Korea had "accelerated its development and doubled its self-reliance." He viewed the five-year development plan as a significant breakthrough, paving the way for the upcoming period of comprehensive development.
Relations between Russia and North Korea have recently become increasingly strong. In June 2024, the leaders of the two countries signed the Comprehensive Strategic Partnership Agreement, which includes a clause on mutual defense. According to the agreement, if one side is subjected to an armed attack, the other side will immediately provide military assistance and other necessary measures.
Russian Chief of General Staff Valery Gerasimov once praised the "professionalism of North Korean soldiers." In May, Chairman Kim Jong Un affirmed that the deployment of troops to participate in the fighting in Kursk was "a legitimate act and an exercise of sovereign rights to protect our brotherly nation."
