Looking back at the work of preventing and combating corruption, waste, and negative phenomena during the 13th Party Congress term and after 20 years of implementing Resolution No. 3 of the 10th Central Committee, the General Secretary noted that the work of preventing and combating corruption, waste, and negative phenomena has made strong progress.
Party leaders outlined four major achievements in the fight against corruption, waste, and negative practices.

Firstly, the understanding and reasoning regarding the principles, guidelines, and methods of combating corruption, waste, and negative phenomena are becoming increasingly refined with strong innovation in thinking and methods, selecting the right focus, breakthroughs, and long-standing problems to concentrate leadership and guidance on.
General Secretary To Lam affirmed that combating corruption, waste, and negative phenomena does not hinder but promotes economic and social development; and that handling errant officials does not weaken the Party but makes it stronger.
The second achievement was the work of detecting and handling corruption, waste, and negative practices. The General Secretary acknowledged that the agencies had coordinated closely and smoothly, proactively identifying, detecting, and strictly and comprehensively handling cases through Party disciplinary measures, administrative sanctions, and criminal prosecution.
Notably, many serious and complex cases of corruption, waste, and misconduct have been handled in accordance with the principle of "no forbidden zones, no exceptions," with each case serving as a "warning to the entire region and sector."
Through these cases and incidents, the names of corrupt individuals have been identified, the self-serving nature of corruption has been proven, and many sophisticated corruption schemes across various fields have been brought to light…
According to the report, during the past term, 174 officials under central government management were disciplined, including 66 who were prosecuted criminally, both currently in office and retired.
The General Secretary stated that these results demonstrate the spirit of "no forbidden zones, no exceptions," proving that the fight against corruption, waste, and negative practices is not just a slogan or empty words, but has become a vibrant reality, a political imperative recognized and highly appreciated by the people.
The third outstanding result, according to the General Secretary, is that preventive work has been implemented more comprehensively and effectively, creating many noticeable changes.
"We have perfected the institutional framework with a new mindset, simultaneously promoting development and closing loopholes that lead to corruption, waste, and negative practices," said the General Secretary.

In addition, the General Secretary noted that the revolution in streamlining the organizational structure and political system, and implementing the two-tiered local government model, has helped save a great deal of resources and eliminate many causes and conditions that give rise to corruption, waste, and negative practices.
Digital transformation, openness, transparency, and administrative procedure reform have accelerated progress, reduced direct contact, and also "shrinked the ground for petty corruption."
In particular, the General Secretary noted that personnel work has undergone significant reforms. "For the first time, 100% of provincial Party secretaries, chairmen of provincial People's Committees, and some other positions have been filled by non-local individuals, which has effectively contributed to preventing vested interests," the General Secretary stated.
Along with building a culture of integrity and gradually reforming salary policies, the General Secretary believes that we have created a foundation where officials do not want or need to engage in corruption, waste, or negative practices.
The fourth result, according to the General Secretary, is that the people's trust in the Party, the State, and the regime has been enhanced. "The people's unity and support are becoming stronger and stronger, becoming an invaluable source of strength for our Party and State to persevere in the struggle against internal enemies, affirming that the fight against corruption, waste, and negative phenomena has truly become an irreversible trend," the General Secretary said.
