The rate of administrative judgments and decisions being annulled or amended is still high.

On the morning of December 9, continuing the 10th Session, the National Assembly listened to the Report and the Report on the verification of the 2025 work results of the People's Court sector.

Criminal trials are guaranteed to be fair.

The report on the 2025 work results of the People's Court sector presented by Chief Justice Nguyen Van Quang of the Supreme People's Court said that the Courts accepted 683,341 cases, resolved and tried 618,341 cases, reaching a rate of 90.49%, 0.77% higher than the previous year. The rate of judgments and decisions annulled or amended due to subjective reasons was 0.69%, 0.08% lower than the previous year and meeting the requirements set forth in the National Assembly Resolution.

Regarding the settlement and trial of criminal cases, the Courts have settled and tried 98.63% of the cases and 97.78% of the defendants, 0.45% higher than the previous year in terms of the number of cases and 0.56% in terms of the number of defendants, exceeding the National Assembly Resolution target by 10.63%. The trial of criminal cases has been ensured to be strict, with the right person, the right crime, and the right law. Many cases under the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity have been strictly handled, monitored and directed, and have been highly appreciated by public opinion.

Regarding the settlement and adjudication of civil cases, the Courts have settled and adjudicated at a rate of 88.64%, 1.13% higher than the previous year and exceeding the National Assembly Resolution target by 10.64%. Effectively implementing the work of conciliation and dialogue; guiding the litigants to fulfill their obligations to provide evidence and documents of the Court; strengthening coordination with specialized agencies to properly resolve cases; as of September 30, 2025, there will be no cases that are overdue for resolution due to subjective reasons...

In addition to the above positive results, the activities of the Court sector still have some shortcomings and limitations such as a number of judgments and decisions being annulled or amended due to subjective reasons. The human resources, facilities and equipment of some units and Courts have not met the requirements of the work, especially for the regional People's Courts; some civil servants have not strictly complied with public service discipline, leading to violations of the law and regulations of the sector...

In 2026, the Supreme People's Court has identified specific tasks, focusing on concretizing and effectively implementing General Secretary To Lam 's instructions to the industry.

At the same time, effectively implement the 3-level Court model and apply resources to the regional People's Courts; continue to implement solutions to improve the capacity and qualifications of the judicial staff, strengthen discipline and order. Promote digital transformation in the People's Courts, move towards building e-Courts and effectively implement the Laws passed by the National Assembly at the 10th Session of the 15th National Assembly.

No case of wrongful conviction of an innocent person has been found.

The audit report presented by Chairman of the Law and Justice Committee Hoang Thanh Tung said that the Courts have accelerated progress and improved the quality of handling cases, basically achieving and exceeding many targets assigned by the National Assembly.

In particular, the work of adjudicating and resolving criminal cases, basically all cases were brought to trial within the time limit prescribed by law; the trial rate reached 98.63%, exceeding the National Assembly's requirement of 10.63%. The trial was basically ensured to be strict and in accordance with the law. The quality of the trial was guaranteed, no case of wrongful conviction of innocent people was discovered; the rate of judgments and decisions annulled or amended due to subjective reasons met the National Assembly's requirements.

The rate of judgments and decisions being annulled or amended due to subjective reasons is low, meeting the National Assembly's requirement (not exceeding 1.5%)...

However, there are still a number of criminal, civil and administrative judgments that have been annulled or amended due to subjective reasons. In particular, for administrative judgments and decisions, this rate is still high (3.72%), not meeting the requirements of the National Assembly.

Through the inspection work, the Procuracies have made many recommendations requesting the Courts to overcome shortcomings and violations in the case settlement work, which have been basically accepted and implemented by the Courts.
