The National Assembly's resolution stipulates the pilot establishment of a free trade zone in Da Nang to attract investment, finance, trade, and high-quality human resources, and to promote exports and industry.
The resolution states that the Prime Minister has the authority to decide on the establishment of the Da Nang Free Trade Zone, but the People's Committee of Da Nang City is granted the authority to amend the establishment decision; to decide on the expansion and adjustment of the boundaries of the free trade zone according to the procedures stipulated by the City People's Council. This decision is considered a decision approving and partially adjusting the general urban and rural planning.
The corporate income tax incentives in the Da Nang Free Trade Zone for new investment projects in the fields of high technology, research and development (R&D), supporting industries, clean energy vehicles, aviation/railway equipment, and logistics centers are 10% for 30 years, with a tax exemption for 4 years and a 50% reduction in tax payable for the following 9 years. This is a very attractive tax rate compared to the basic standard tax rate (20%).

Other new investment projects in the free trade zone also enjoy a corporate income tax rate of 10% for 15 years, a tax exemption for 4 years, and a 50% reduction for the following 9 years.
To attract high-quality human resources, the National Assembly resolved to reduce personal income tax by 50% for 10 years for experts, scientists, talented individuals, managers, and highly skilled workers working in free trade zones.
Notably, projects within the free trade zone (excluding commercial housing) are completely exempt from land and water surface lease fees for the entire lease term. The City People's Council is authorized to decide on the use of the budget to implement independent public investment projects to carry out compensation, support, and resettlement for TOD projects (specifically, the urban railway station and the surrounding area of the Da Nang - Hoi An - Chu Lai connecting interchange).

The city retains 100% of the revenue generated from the exploitation of land in the TOD (Transit-Oriented Development) area to prioritize investment in urban railway projects and other key projects. This mechanism is superior to the current State Budget Law, under which the central budget receives 20%.
In addition, the Da Nang City People's Committee is authorized to decide on economic and technical indicators, and land use indicators for planning that differ from national technical standards for urban and rural planning, in order to exploit land resources and the added value from land.
This Resolution takes effect from December 12, 2025. The pilot period for the special mechanisms and policies applied to the Da Nang Free Trade Zone is 10 years from the date this Resolution takes effect.
