The National Assembly passed a Resolution on the investment policy for the Gia Binh International Airport project.

On the morning of December 11th, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of National Assembly Vice Chairman Vu Hong Thanh, the National Assembly passed a Resolution on the investment policy for the construction project of Gia Binh International Airport with 410 out of 427 National Assembly deputies present voting in favor, achieving a rate of 96.01%.

The National Assembly Resolution stipulates: approving the investment policy for the Gia Binh International Airport construction project (hereinafter referred to as the Project) in the form of investment project implementation as prescribed in the Investment Law.

The goal is to invest in the construction of Gia Binh International Airport according to international standards, becoming a smart, green, sustainable, next-generation airport of international class, meeting the needs of socio-economic development, serving dual-use operations, ensuring national security and defense operations, and hosting important diplomatic events, including the APEC Summit in 2027; achieving 5-star international airport service standards, ranking among the top 10 5-star airports in the world according to Skytrax criteria and among airports with excellent passenger experience as assessed by the International Airport Council; aiming to be the aviation gateway of the North, a transit airport for passengers and cargo, and a maintenance, repair, and overhaul facility for aircraft in the Asia- Pacific region.

The project is classified as 4F (according to the International Civil Aviation Organization - ICAO standards); meeting the operational needs for the period up to 2030 of approximately 30 million passengers/year and 1.6 million tons of cargo/year; and for the period up to 2050 of approximately 50 million passengers/year and 2.5 million tons of cargo/year.

The total investment capital for the Project is approximately VND 196,378 billion; of which the investor's equity must ensure that it is not less than 15% of the total investment capital of the Project.

Regarding the project implementation schedule, the National Assembly Resolution stipulates that the project is divided into two phases: phase 1 (from 2025 - 2030); and phase 2 (from 2031 - 2050). The project's operating period is 70 years. The investor selection method will be implemented according to the regulations in Resolution No. 03/2025/NQ-CP dated August 14, 2025, of the Government on the specific mechanisms and policies for investment in the construction of Gia Binh International Airport.

Previously, reporting on the acceptance, revision, and explanation of opinions from National Assembly deputies discussed in the working groups and in the plenary session regarding the investment policy for the Gia Binh International Airport construction project, Minister of Construction Tran Hong Minh stated that, based on the opinions of the National Assembly Standing Committee, the verification report of the National Assembly's Economic and Financial Committee, and the opinions of National Assembly deputies in the working group discussions, the Government had issued Report No. 1125/BC-CP dated December 2, 2025, on the acceptance and explanation of the investment policy for the Gia Binh International Airport construction project.
