The results of the vote on the National Assembly 's Resolution on the investment policy for the Gia Binh International Airport construction project have been approved.

On December 11th, the National Assembly voted to approve the Resolution on the investment policy for the Gia Binh International Airport construction project.

Before the vote, the National Assembly heard Minister of Construction Tran Hong Minh, authorized by the Prime Minister, present the report explaining, accepting, and revising the draft Resolution.

Clarify the assessment of the impact and its relationship with different modes of transport.

According to the Report explaining, receiving feedback, and revising the draft Resolution, Minister of Construction Tran Hong Minh stated that the first issue to be clarified was the impact of Gia Binh International Airport on transportation methods and neighboring airports.

During the national planning process for the five transportation sectors, the Ministry of Construction directed the calculation of transportation demand across different modes of transport, including air transport demand in the northern region, especially the relationship between Gia Binh International Airport and Noi Bai International Airport, in order to ensure efficient operation between the two airports.

The report indicates that the Bac Ninh Provincial People's Committee aims to complete land clearance for approximately 922 hectares of agricultural land by December 2025. The remaining areas are expected to be completed in 2026.

Bac Ninh province has handed over nearly 700 hectares to investors for construction. Regarding resettlement, the province has planned two resettlement areas with an area of ​​337 hectares and two cemetery park areas. Infrastructure for the resettlement areas is expected to be completed in the first quarter of 2026, while public works, religious and belief-related structures are expected to be completed by the end of 2026.

The investor is currently constructing facilities for APEC 2027, such as runways, taxiways, aircraft parking areas, VIP terminals, and air traffic control towers. According to a site survey by the National Assembly delegation, the investor has mobilized significant machinery, equipment, and manpower for earthworks, soil stabilization, and mass piling. According to the schedule, construction is expected to be completed by the end of 2026, with trial operation scheduled for February 2027.

Assessing the impact on historical sites, food security, and people's livelihoods.

Regarding the impact on historical and cultural relics, the project affects 25 relics, including 1 national relic and 11 provincial relics. The relocation of the relics is carried out according to the principle of "where people are resettled, they will be connected to the relics in that location," with community consultation and ensuring that the relocation does not affect the original value of the relics.

Regarding food security, according to the Ministry of Agriculture and Environment, the conversion of rice-growing land for the project is included in the national land use planning adjustment plan submitted by the Government to the National Assembly. The People's Committee of Bac Ninh province affirms that the project will not significantly affect the local food needs, and therefore will not impact national food security.

Regarding livelihoods, the project requires 1,200-1,500 workers during the construction phase, primarily local labor. Once operational, it will create approximately 10,000 jobs, employing at least 30% local workers. The investor is collaborating with local authorities to organize career guidance and training to meet the needs of the workforce.

Complete the planning and investment in the connecting transportation system.

The explanatory report states that the transportation system connecting to Gia Binh International Airport is planned to provide convenient access to the Hanoi - Lang Son, Hanoi - Thai Nguyen - Cao Bang, Hanoi - Hai Phong - Quang Ninh expressways, the Capital Region's Ring Road 4, and the Hanoi connecting route. The project also has access to two high-speed railway lines: Hanoi - Quang Ninh and the urban railway line.

Regarding investment, in addition to the existing expressways, the Government has assigned the People's Committee of Hanoi and the People's Committee of Bac Ninh province to invest in the Hanoi-Gia Binh International Airport connecting route under the BT (Build-Transfer) model, 37 km long, with a 120 m wide cross-section, expected to be completed in the 2026-2027 period. Hanoi is also currently investing in the Ring Road 4. The railway line through the area is also being urgently started to increase connectivity between Gia Binh and Hanoi and neighboring provinces.

The project is identified as a strategic step with significant importance in developing the aviation infrastructure of the Capital Region. Gia Binh International Airport will complement Noi Bai, leveraging its advantages in space, connectivity, and infrastructure, while also creating momentum for the development of industry, logistics, e-commerce, tourism, and services.
