Propose several policies to support, attract, and value teachers.

(Chinhphu.vn) - In the draft Decree detailing some provisions of the Law on Teachers, the Ministry of Education and Training proposes a number of policies to support, attract, and value teachers.

Teachers of Vietnamese language to preschool children who are from ethnic minority groups are entitled to allowances as stipulated by the Government.

Support policies for teachers

The draft Decree proposes regulations stipulating that teachers are entitled to health check-ups and treatment for occupational diseases in accordance with the law. Teachers who are eligible for hazardous and strenuous work allowances are entitled to health check-ups at least twice a year.

Teachers who teach Vietnamese to ethnic minority children before they enter first grade, and teachers who teach combined classes of two different levels, are entitled to an allowance of 50% of their current salary per teaching hour. Teachers who teach combined classes of three different levels are entitled to an allowance of 75% of their current salary per teaching hour.

The salary for one teaching hour is calculated as follows:

This allowance is paid at the end of the school year and is not used to calculate contributions to or benefits from social insurance or health insurance.

Teachers who teach Vietnamese to preschool children and are from ethnic minority groups are entitled to allowances as stipulated by the Government.

Teachers working in ethnic minority areas, mountainous regions, border areas, islands, and areas with particularly difficult socio -economic conditions who do not yet have housing are entitled to rent public housing in accordance with the Housing Law or be provided with collective housing by the managing agency or educational institution. The investment, construction, and management of collective housing shall be carried out in accordance with the laws on construction and investment. Legitimate funding from organizations and individuals is encouraged for the construction of collective housing for teachers.

In cases where the management agency or educational institution cannot provide collective housing or official housing, teachers will receive financial support not less than the prescribed rent for official housing. The cost of this housing rental support will be accounted for as a regular operating expense of the educational institution. Based on specific circumstances, the management agency or educational institution will determine the amount of support and submit it to the competent authority for approval.

Physical education teachers and national defense and security teachers at public educational institutions within the national education system are entitled to allowances and uniforms as prescribed by the Prime Minister.

In addition to the above support schemes, teachers are entitled to other support schemes as prescribed by current laws and regulations of the locality and educational institution.

Policies to attract and utilize teachers

1. The following cases are eligible for policies to attract and utilize teachers:

a) Individuals with talent as defined by the Government;

b) Individuals with exceptional talent and high achievements in the fields of culture, arts, sports, and traditional crafts suitable for teaching as prescribed by the Government; individuals with national vocational skills level 4 or higher; individuals awarded one of the titles "Outstanding Doctor," "Outstanding Artist," or "Outstanding Artisan" or higher;

c) Graduates with a GPA of "good" or higher in key and essential fields according to socio-economic development needs; fields and professions that are difficult to recruit but are in demand by society; specialized fields and professions in the arts and sports; and specialized fields and professions in the defense and security sectors, as outlined in the strategies, projects, and plans for the development of the teaching staff approved by competent authorities;

d) Volunteers working in educational institutions located in areas with particularly difficult socio-economic conditions;

d) Ethnic minority individuals belonging to the list of very small ethnic minority groups as stipulated by the Prime Minister who volunteer to work at educational institutions located in areas inhabited by those very small ethnic minority groups.

2. For individuals with talent as defined by the Government: They are entitled to policies to attract and utilize talented individuals to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and other political and social organizations as prescribed by the Government.

3. For individuals with exceptional talent and high achievements in the fields of culture, arts, sports, and traditional professions suitable for teaching as stipulated by the Government; individuals with national vocational skills level 4 or higher; and individuals awarded one of the titles "Outstanding Doctor," "Outstanding Artist," or "Outstanding Artisan" or higher:

They are recruited through the teacher recruitment process. The required educational qualifications for this case are lower than the standard qualifications required for teachers teaching at the corresponding educational level and training program.

After being accepted as an educator, they are appointed to the position of teacher or lecturer and are entitled to a salary and benefits according to the regulations for that job position.

4. For graduates with a GPA of "good" or higher in key and essential fields related to socio-economic development needs, fields with low enrollment but high societal demand, specialized fields in arts and sports, and specialized fields in defense and security as outlined in the strategies, projects, and plans for developing the teaching staff approved by competent authorities:

They are recruited through a teacher recruitment process. After recruitment, they will receive an allowance equal to 150% of their current salary for a period of 5 years from the date of the recruitment decision.

Priority will be given to facilitating participation in intensive training and development programs, both domestically and internationally, in the field of teaching, funded by the state budget.

5. For cases where volunteers work in educational institutions located in areas with particularly difficult socio-economic conditions:

They are recruited through the teacher recruitment program. They are entitled to the benefits and policies for those working in areas with particularly difficult socio-economic conditions as stipulated by the Government.

After two years from the date of acceptance and completion of the probationary period (if any), if evaluated and rated as having performed well or better, the employee may be promoted to a higher salary grade ahead of schedule.

Based on their contributions, teachers may be considered for medals, decorations, honorary titles, commemorative badges, or other forms of commendation as prescribed by law; no percentage is applied in the consideration of awarding honorary titles or commendations.

6. For cases where ethnic minority individuals belonging to the list of very small ethnic minority groups as stipulated by the Prime Minister volunteer to work at educational institutions located in areas inhabited by very small ethnic minority groups:

They are recruited through the teacher recruitment process. After recruitment, they will receive an allowance of 150% of their current salary from the date of the recruitment decision. The allowance will be granted for 5 years from the date of the recruitment decision.

After two years from the date of acceptance and completion of the probationary period (if any), if evaluated and rated as having performed well or better, the employee may be promoted to a higher salary grade ahead of schedule.

They will be given priority and given favorable conditions to participate in intensive training and development programs domestically and internationally, funded by the state budget.

Based on their contributions, teachers may be considered for medals, decorations, honorary titles, commemorative badges, or other forms of commendation as prescribed by law; no percentage is applied in the consideration of awarding honorary titles or commendations.

The individuals specified in Clause 1 above, in addition to these benefits and policies, are also entitled to other benefits and policies for teachers as prescribed by law, local regulations, and educational institutions.
